Research On Community Public Health Service Institutions Function From The Perspective Of "Healthy China"

For a long time,the academic discussion on the improvement of community medical and health services tends to focus more on the improvement of medical and health service functions.However,as China’s population ages,the burden of chronic diseases has increased,and the health needs of residents have changed significantly.Community medical and health service institutions,with their advantages of extensive network distribution and convenient services,can provide nearby services such as health knowledge popularization,aging care with medical care and chronic disease management to meet residents’ new health needs.Therefore,this paper holds that community medical and health services should focus on improving the functions of preventive health services while giving consideration to the function of medical and health services.At the same time,the implementation of the "Healthy China" strategy has pointed out the direction for the optimization of community medical and health services,highlighting its functions in health knowledge popularization,the combination of medical and elderly care,chronic disease prevention and treatment.However,there are still many problems in community medical and health service,which need to be solved urgently.Therefore,how to optimize the community medical and health service function by virtue of the policy to better meet the health needs of current residents is the focus of this paper.This study mainly includes the following aspects: First,the existing research on community medical and health services is sorted out and analyzed,mainly referring to public product theory,new public service theory and collaborative governance theory,to analyze the research status of community medical and health services in China;Secondly,literature research is used to summarize the policy exploration and academic understanding of community medical and health services.The research found that since1997,the development of community medical and health service policy has undergone three stages: initial formation,in-depth promotion and precise transformation.There are also different understandings about community medical and health services in academic circles.Thirdly,using the method of investigation and research,analyze the change of residents’ demand for medical and health services,providing realistic basis for the optimization of community medical and health service function.Fourth,guided by the spirit of the "Healthy China" strategy document,the functional orientation of community medical and health services should be carried out.Combined with the spirit of the document and the actual needs of residents,the research suggests that community medical and health service institutions should focus on strengthening the function of health popularization with the focus on prevention,strengthening the function of combining medical care with elderly care with the core of health care,and strengthening the function of chronic disease management with the goal of rehabilitation.Fifthly,analyze the problems existing in the function of community medical and health services.At present,there are still some problems in community medical and health service,such as insufficient service capacity,imperfect system construction and imperfect service function,which need to be solved emphatically.Sixth,pointed out the community medical and health service optimization countermeasures.It mainly includes the countermeasures and suggestions from four aspects: defining the functional orientation of community medical and health service institutions,strengthening the construction of community medical and health service system,building a supply model with multi-party participation,and strengthen the information construction of community medical and health service institutions.
