Study On The Problems And Countermeasures Of Medical Security Fund Supervision In Ya’an City

The medical security fund is the "money for seeing a doctor" and "money for saving lives" of the people.Its use safety involves the vital interests of the masses and is related to the healthy and sustainable development of the medical security system.The CPC Central Committee and the State Council have always attached great importance to the supervision of medical insurance funds,but some designated medical institutions still use medical insurance funds in violation of laws and regulations.Fraud and insurance fraud continue despite repeated prohibitions.In some regions,there has even been an "industrial chain" that swindles medical insurance funds.Therefore,how to strengthen the supervision of the medical security fund by the local medical security authorities,ensure the scientificity and standardization of its use,and then effectively give play to the "ballast" function of the medical security fund in maintaining the stable operation of the society and solving the people’s worries about diseases is facing great problems and challenges.Firstly,this article analyzes the research status of the supervision and use of medical security fund at home and abroad,defines the research ideas and framework,explains the concepts of medical security system,medical security fund,medical insurance fund supervision,designated medical institutions,etc.,and adopts the methods of literature research,interview and case analysis,through the use of information asymmetry theory The cost-benefit theory,risk management theory and other relevant theories analyze the current situation of Ya’an medical security fund supervision from the four aspects of the basis,subject,content,method and results of Ya’an medical security fund supervision,and point out the main problems existing in the supervision of Ya’an medical security fund from the aspects of the subject,object and method of supervision.Finally,based on the comprehensive research results of medical security fund supervision at home and abroad and the development of medical security in Ya’an City,this paper puts forward countermeasures and suggestions to strengthen and improve the supervision of medical security fund in Ya’an City.It mainly includes the following five aspects: first,it is necessary to work hard on the construction of the medical security fund supervision system,improve the construction of the medical insurance fund supervision legal system,promote the construction of the medical insurance fund integrity system,build the medical insurance fund big data supervision system,and constantly tighten the cage of the system;Second,it is necessary to improve the construction of medical security supervision mechanism,especially pay attention to improving the collaborative supervision mechanism and social supervision mechanism between departments and across regions,and build a common protective net;Third,we should innovate the way of fund supervision and realize the reform and innovation of the way of supervision;Fourth,improve the supervision and inspection ability of medical insurance funds,and continuously improve the supervision and inspection efficiency from the aspects of strengthening the construction of medical insurance fund supervision team and increasing financial investment;Fifth,strengthen the publicity and training of medical insurance policies and regulations,and create a good atmosphere.We hope to improve the regulatory measures to promote the safe and stable operation of the medical insurance fund.
