quality of the Chinese nation and building a country with strong human resources.While the new crown epidemics in 2020 brought a great challenge to our country’s medical security system,it also tested the quality and ability of the government’s medical resource supply of society.Therefore,the government is paying more and more attention to the development of medical institutions.my country’s children have a large population of children.There is a large demand for medical care for sick children,but the supply and demand of children’s medical resources is unbalanced,and their distribution is unbalanced.The problem of children’s "difficulty seeing a doctor" still exists.Especially with the full liberalization of the three-child policy on 2021,the supply of medical resources for children is more worthy of attention.However,the continuous sluggish economic situation has led to local fiscal deficits and debt ratios that have reached the red line level,especially in some economically underdeveloped areas.Government expenditures have been unable to meet the urgent need for high-quality supplies to children’s medical resources,and the government is unable to support the construction costs of children’s medical and health infrastructure.This has led to a series of problems such as unreasonable allocation of resources in the children’s medical industry and fair and inefficient service systems.In order to effectively to solve the tension between the growth of children and the supply of children’s medical resources under the stimulus of the population policy,the quality of the supply of children’s medical resources needs to be reformed in terms of stock,and the supply capacity of children’s medical resources needs to be optimized in terms of increments.Therefore,it will be a rational choice to actively explore the involvement of social capital.The use of PPP financing mode in the field of children’s medical resources can make full use of the role of social capital in comparison with the single investment of government finance in the medical field.Introduced the Private capital into the medical field,could expanding the source of funds and effective supply of medical construction,to a certain extent alleviated the government’s financial pressure,is an innovative model that effectively leverages the leverage of financial funds.The PPP model can make up for the shortcomings of the public and private sectors in project operation and management,and effectively give full play to the public The sector and the private sector had their respective advantages.Based on this,the participation in social capital in the construction and operation of children’s medical resources is an inevitable way of financial pressure and improving the effective Hospital PPP project in 2015.This project is also the country’s first testing the water project that will apply the PPP model to the life cycle of children’s hospitals.As the local government failed case,is the PPP model better than the purely government-invested construction and operation model in the entire life cycle of the children’s medical field,and the PPP model is applied to children What problems still exist on the whole life cycle of the medical field,and how to solve these problems?For this reason,the author of this paper reads a large number of domestic and foreign literatures on the PPP model,deeply understands the current basic operation path of the PPP model,and adopts the case under the premise of understanding the successful cases of the PPP model applied to the reform of the children’s medical field and the results achieved.Analytical method for research,taking the N City Children’s Hospital project as a case,put forward N City Children’s Hospital using the PPP model to build and operate risk control recommendations.From an overall point of view,the PPP mode adopted by the N City Children’s Hospital project is superior to the traditional government operation mode,and it is theoretically and practically feasible.However,in the preliminary design of the project,the risks of the procurement and construction links were not accurately predicted,and during the implementation of the construction period,due to the lack of project funds,the imperfect project quality management system,the internal contradictions of the winning social capital consortium,and the implementation of the project Inadequate departmental management and supervision caused delays in construction projects.Through field investigations and interviews,this paper will conduct an in-depth understanding of the project’s preliminary work,feasibility study,project approval,investment and financing structure,bidding to construction,and analyze the actual reasons for the project delay.The construction period will be judged in the project feasibility study.The risks presented are compared with the risks encountered in actual construction,and the design and implementation of the project during the construction period are compared horizontally with successful cases of the PPP-BOT model in other fields,and the next step in the construction period of the project is proposed.Based on the current situation of the construction period delay,the author re-identified the risk factors in the operation period caused by the delay in the construction period of the N City Children’s Hospital
