Research On The Plight And Countermeasures Of Medical Charity Development In Shanxi Province From The Perspective Of The Grass-roots Public

With China’s medical and health undertakings entering a new era of development stage,and the in-depth promotion of Healthy China 2030 planning strategy,people’s demand for medical security is increasingly urgent,especially in the field of poverty alleviation,the medical poverty contradiction has to be solved.In such a situation,the development of medical charity in Shanxi Province is imperative.According to the current domestic development situation,although Shanxi Province has made some achievements in the development of medical philanthropy,its future development still faces many challenges,such as low public participation rate,constraints on public charity organizations,and lack of government impetus.This paper analyzes the plight of the development of medical charity in Shanxi Province through literature analysis,questionnaire survey and in-depth interview.Mainly from the perspective of grassroots public to analyze problems,to explore the countermeasures,in addition,through to the charity organization,the government staff in-depth interviews of grass-roots public view in Shanxi Province medical charity development dilemma and countermeasures research to confirm and complement,found the factors which restrict the development of the Shanxi Province medical charity as long as includes three levels,namely the level of people: people for medical charity awareness is not high,the charity charitable consciousness,rational;At the level of charitable organizations: charitable organizations are faced with the dilemma of credibility,the degree of specialization needs to be improved,the institutional obstacles faced by charitable organizations have not been completely removed,and the operation channels of charitable activities are blocked.Government level: the government status and role is not clear enough,the lack of medical charity policies and regulations,tax preferential policies are not loose enough.Finally from the public,charitable organizations,the government three levels put forward the same peer,coordinated action countermeasures and suggestions.We should actively promote the participation of the whole people in medical charity,improve the public awareness of charity,extensively and deeply carry out a variety of medical charity activities,and actively advocate the development of "micro public welfare".Strengthen the self-construction of charitable organizations,enhance the credibility of charitable organizations,strengthen organizational construction,pay attention to the professional construction of charitable organizations,clarify the role and responsibility of charitable organizations,establish a charitable medical information sharing platform,improve the ability of charitable organizations to raise funds;The government should play a positive role in public welfare and charity undertakings.The government should clarify its own responsibilities,help charity organizations solve funding problems,strengthen supervision and improve policies and regulations,and build platforms for information exchange.This paper tries to explore a sustainable development path of medical charity in Shanxi Province which can adapt to the new era background.
