Research On The Long-term Care Insurance System Of The Elderly Population In Hebei Province

China has been involved in the wave of aging society since 1999.By the end of 2019,the elderly population over 60 years old had reached 253.88 million,accounting for 18.1% of the total population.As China’s most populous province,Hebei province,the aging level is relatively serious,which is associated with risk of chronic disease and disability,such as dementia,need long-term care to the rising number of elderly population,but due to the increasingly core,empty nest family structure,medical information and tension between supply and demand,etc,only by the traditional family pension mode to cope with the increasingly complex elderly risks have unrealistic,long-term care insurance system arises at the historic moment.In recent years,Hebei Province has actively promoted the pilot construction of longterm care insurance system in Julu County and Chengde City,which has achieved certain results,alleviating the family burden and the pension pressure of society,individuals and the government.However,the long-term care insurance system construction based on Hebei Province is still in the exploration stage.Under the background of "14th Five-Year Plan",it is imperative to establish a sound long-term care insurance system to guarantee the multi-level service demands of the elderly population in Hebei Province and improve the quality of life of the elderly in their old age.The core of this paper is to discuss and analyze the current situation of long-term care insurance system construction and operation in the pilot areas of Hebei Province and the analysis of the influencing factors of long-term care insurance for the elderly population in the non-pilot areas,so as to provide reference for the construction of long-term care insurance system for the elderly population in Hebei Province.Taking Hebei Province as an example,this paper firstly analyzes the participants,coverage,fund raising,insurance treatment and nursing methods of the long-term care insurance system in Julu County and Chengde City from the perspective of the current situation of pilot operation in Hebei Province.Secondly,in view of the other areas of the elderly population in long-term care insurance in Hebei province influence factors analysis,from the regional distribution,personal characteristics,health and risk prevention consciousness,economic level,the traditional concept of design aspects such as questionnaire,and establish the Logistic regression analysis model,regional distribution,personal characteristics of the age factor,economic factor,health factors,risk prevention consciousness,etc have a significant impact on construction long-term care insurance.Finally,Combined with the current pilot areas in Hebei province sums up the problems in long-term care insurance system as well as the empirical data analysis,this paper improve long-term care insurance system’s self building,optimization of long-term care insurance system supporting facilities,improve the diversity of long-term care insurance service system and intensify propaganda and so on proposed the ageing population in Hebei province countermeasures and suggestions of long-term care insurance system,improve the multi-level old-age security mechanism,promote social stability,economic development in Hebei province,so that the elderly have access to care,medical treatment and entertainment.
