Research On The Community Of Vaccine Public Safety And Social Governance In The Context Of Healthy China

Vaccine is a national strategic and public product,and its safety is the first priority.Vaccine public safety governance not only directly affects people’s right to life and health,but also relates to public health security and national security.With the announcement of the investigation results of the sensational "Changchun Changsheng" vaccine incident and the official implementation of the 2019 Vaccine Management Law of the People’s Republic of China,the issue of vaccine public safety has aroused great public concern.As a major country in the production and use of vaccines,the emergence of problematic vaccines not only exposes the quality problems of China’s vaccine products,but also seriously threatens the right to life and health of the whole nation.President Xi Jinping stressed that "people’s health should be given priority in the strategic position of development" and that the public safety of vaccines,as an important aspect of the overall public security of the society,must take the maintenance of people’s health as an important goal of governance.We must build a social governance community that can balance and coordinate the government mechanism,market mechanism,social mechanism and other complementary and embedded means.This is an active attempt to build a vaccine public safety social governance community in the context of Healthy China,and has certain reference value for the practice departments to build a vaccine public safety governance mechanism.Improving social governance of vaccine public safety is of great significance to improving people’s health,ensuring vaccine public safety and safeguarding national security.Under the background of the implementation of the Healthy China strategy,this paper takes the public safety of vaccines as the research object and studies the governance issues of public safety of vaccines.This paper systematically summarizes the research results at home and abroad,defines the concepts of "healthy China","vaccine public safety" and "social governance community",and then expounds the theoretical basis of this paper,namely evolutionary game theory and public goods theory.On this basis,this paper studies and analyzes the current situation of vaccine public safety governance,finds out the problems existing in the participation of social governance community in vaccine public safety governance,and deeply analyzes the causes of the problems.By constructing a tripartite evolutionary game model of regulatory authorities,vaccine manufacturers and the public,the dynamic interest balance mechanism among multiple subjects of vaccine public safety was explored,so as to explore the theoretical root of frequent vaccine public safety incidents in China and provide reference for the establishment of a social governance community of vaccine public safety in China.The Community of Vaccine Public Safety and Social Governance should continue to develop and improve for the purpose of improving people’s health and promoting the development of a healthy China.For the common health goal,all subjects actively participate in the governance of vaccine public safety,forming an organic system of "everyone’s responsibility,everyone’s responsibility and everyone’s enjoyment".The government should establish a health priority vaccine public safety governance mechanism,strengthen the construction of vaccine public safety supervision team,continue to implement the supervision of the whole process of vaccine,and improve the vaccine injury compensation mechanism.The enterprise should give full play to the main responsibility,establish the enterprise credit consciousness,establish the dynamic credit file of the production enterprise,and strengthen the enterprise’s ability to resist the risk;The public should be encouraged to actively participate in the governance,and the role of the vaccine industry association should be brought into play,the correct guidance of public opinion should be strengthened,the channels for complaints and reports should be unblocked and the reward mechanism should be improved.
