Objective:This study was aimed to understand the implementation situation of the Chinese Center for Disease Control and Prevention (CDC, the Center) and its affiliated institutions undertaken the Scientific Research in Public Interest (SRIPI), to find the problems during the whole project implementation process, to analysis and put forward related suggestions. It is hope to be able to gradually increase the overall execution capability and quality of the SRIPI in the Center and its affiliated institutions, and provide the references and bases for other scientific research project management in the Center.Method:In order to summarize the problems during the whole project implementation process, this paperreviewed the assignment reports, progress reports, intermediate inspection reports and the concluding reports, intermediate inspection, evaluation and acceptance opinions and other related information of the 22 SRIPI undertaken by the center and its affiliated institutions between 2007 to 2014, and respectively carried out the interviews to project participants, the relevant ethics expert, relevant person in the management departments, and conduct questionnaire survey to participants of three finished projects to investigate the situation of medical ethics.Result:By analyzing and discussing the executive condition of finished and ongoing project, and the implementation situation of medical ethics in relevant projects, this study found the following results:1. Projects in the Center usually had all levels of CDC as cooperative institutions; they communicatedsmoothly because of the early cooperation bases.2. Few finished projects did not fulfill the requirement of personnel investment, but had no effect on the completion.Few ongoing projects also did not meet the personnel requirementsrelated to the research context and condition, butwas no harmful for the progress of the schedule.3. In terms of budget execution of the finished projects, the total budgets were all covered, but some sub-items were overrun. This could be caused by lack of detail accounts of projects and unreasonable budgeting.Ongoing projects had low expenditure execution. The main reason is that some cooperativeaffiliated institutionsintended to adjust the original budget, but did not go through. Some projects were finished but did not complete the final payment. The allocating and spending of project funds required a certain cycle.4. All finished projects passed the acceptance and generated a variety kind of products. However, two projects don’t pass the acceptance by one-shot which resulted in the surplus funds needed to recover to the original channels.The major contributions of ongoing projects are papers and postgraduates education.5. There are some ethic problems involved, like biased understanding of risk, irregular informed consent, and insufficient informedetc.6 Through the questionnaire investigation, it was found that participators of three project teams had less scientific ethic education and training, had non-uniform perceive of whether their scientific involved in ethic problem. But all agreed to that the informed consent is necessaryand admitted having insufficient informed sometimes.Conclusion:The 22 SRIPI projects in the Center and its affiliated institutions had good overall executive condition and the project could be basically implemented as plan, although few projects had some problems on budget execution and ethic review. By analyzing these problems, the project teams were suggested to carry out the division of labor cooperation, establish the project meeting system, strengthen the guidance and supervision work on site and improve the project file management, attach great importance on the project involved in medical ethics, strengthen the management of biological samples, and give full play of the role of financial experts in funds management. Therefore, it is suggestion that the scientific research management and financial department should enhance the consciousness of the budget, set up the scientific research management information system and the scientific research subject regular inspection system, strengthen the system construction of the ethics committee, ensure the following review, and strengthen medical ethics training work. Strengthen the acceptance examine of scientific research project, and introduce third party supervision were also suggested to the project officer. This study provided references for a more normative and deeper scientific management of SRIPI and other projects in Center.
