Research On The Strategies Of China’s CDC In Response To Public Health Crisis

With the rapid development of economy,China is facing a series of public health crisis events.How to deal with the public crisis events has become an important problem in the test of China’s economic development and the formation of a comprehensive and harmonious society.China’s centers for Disease Control and Prevention(CDC),as the specific department responsible for public health emergencies,play an important role in the management of public health crisis.But at present,China’s CDC has not formed an effective public health crisis management strategy in the aspect of crisis management.In order to explore the effectiveness of various laws and regulations and practical response measures in response to public health crisis in China,this study takes Xi’an CDC as a case to analyze its handling of public health crisis,In particular,the novel coronavirus pneumonia epidemic prevention and control situation is the focus of research,focusing on the problems of the grass-roots prevention and control system,and adopting the method of questionnaire survey(150 valid questionnaires)and personnel interviews(interviews with 10 people).This paper analyzes the organizational structure of grass-roots prevention and control system,the training of professionals,the understanding of laws and regulations in response to public health crisis events and the implementation of various measures.From the perspective of the management of public health crisis events in China,the CDC still has some deficiencies in effective treatment,such as resource guarantee,risk control,low quality of personnel and weak prevention and control system.The root cause is the lack of awareness of public health emergency management,equipment and drug preparation,and the construction of emergency management system.For the early start of the national laws and regulations and response measures in public health crisis,the study is not deep.Some foreign countries have formed a set of effective prevention and control system for many years due to their early start in public health crisis management,which has positive reference significance for our work in emergency management,disease control response capacity building and social multiple participation.By comparing the novel coronavirus pneumonia epidemic situation in Xi’an CDC and the problems in the emergency management of the CDC,the paper puts forward some countermeasures for renewing the concept,establishing the system,innovating technology and cultivating talents.In terms of theoretical innovation,it also puts forward the dialectical relationship between governance and good governance,that is,effective governance should be people-oriented,when the crisis occurs,in addition to effective leadership of functional departments,it should also maximize the mobilization of social forces to prevent and control.In this study,Xi’an CDC emergency management as the research object,aiming at public health emergency management,as well as CDC strategies in crisis management,etc.were constructed and analyzed.On the one hand,the research can form guidance in the practice of public health crisis,on the other hand,it can form construction in the theory,which can provide reference for the subsequent management of public health crisis.
