Research On County Public Health Emergency Crisis Management

With the development of China’s economy, we are paying more attention to the negative effects to people’s physical and mental health, as well as to the great threat to social and economic development, caused by sudden public health incidents. Public health emergency crisis management without effective control can seriously affect people’s work, life and study, even involving the country’s social stability and security. With the improvement of people’s requirement to life quality, public health has become the focus of the society from all walks of life. Researching and discussing public health emergency crisis management, finding out the ways to deal with this kind of crisis, and analyzing the already existing problem, and putting forward the corresponding solution measures, have extremely vital significance to improving the people’s sense of well being.The improvement of science and technology development and modernization degree increases the possibility of public health emergency. Major events related to the high-tech development as well as the traditional disaster would give serious threat to people’s life, society, economy etc.In response to the many possible all kinds of emergencies, many countries, especially the advanced western developed countries have established a complete and unified emergency response system,- there is enough support, perfect organization system and legal system more mature sense of public support. Some countries, such as America, Britain also have set up special emergency management agency,.Practical experience shows us that the perfect system and institutions are playing decisive role in the inhibition of emergent public health events. This has certain positive reference value for us. Our country is still in the field of public health emergencies where there are many needs improvement: laws and regulations are not enough to support emergency action; people’s awareness of the public health emergency is not enough, and people are lack of crisis consciousness;the people’s support network of preventing crisis hasn’t formed; dealing with public health emergencies is lack of funds; have not form a unified and effective response to an emergency system and so on. These weaknesses are likely to make obstacles when taking action in response to public emergency.The purpose of this study is based on the comprehensive analysis of the emergent public health emergencies, draw lessons from the experience of other countries in dealing with the public health emergency time, review the lesson happened in public emergency in our country, explore the social characteristics of the crisis of public health emergency response system, including dynamic: for the possibility of a public health emergency in the process of prevention, early warning, response and recovery, also including static: the laws and regulations of the response to the crisis event, crisis management institutions, people’s sense of crisis and financial support of the crisis. To integrate these together to form a set of relatively complete system of crisis management.This paper, taking on public health emergencies, mainly discusses public health emergencies of public crisis management. In the way of a public health emergency crisis management at home and abroad were reviewed and compared, mainly analyzes county public health emergency crisis management mode.This paper also combines the characteristics of Yutai, and puts forward the corresponding countermeasures and suggestions to Yutai in sudden public health crisis management.
