Study On The Utilization Effect Of Health Care Services For Migrant Children

The problem of migrant children has always been concerned by the public.Children’s health service is an effective means to improve the health level of migrant children and reduce the incidence of migrant children.Community health service centers(CHSC)are grass-roots units that provide health services.As the "last mile" of child health services,they are of great importance to the service effect.The research on CHSC is conducive to strengthening the understanding of the problems of migrant children’s health services.Based on the field survey of A community health service center in Wu City,the effect of migrant children’s health service was studied by literature and interview.Anderson’s behavior model is the theoretical basis,which considers that the medical behavior determines the service effect.Therefore,this paper first expounds the medical behavior and service effect of migrant children in the supply background,and then combs the causal relationship between medical behavior and service effect,aiming to explain the reason why the caregiver is high in satisfaction,but the health condition of migrant children is poor.On this basis,a targeted optimization path is proposed.The medical behaviors that affect the satisfaction of caregivers are:(1)Doctorpatient interaction in the process of health care service;(2)The completeness of service items in the utilization of health care services.The good doctor-patient interaction and the high degree of service items make the caregivers more satisfied.The assessment system of children’s health care work is the main factor leading to the above-mentioned medical behaviors.The assessment system restricts the staff to provide complete service items,and also urges the staff to pay attention to service attitude and work efficiency,so that the interaction between doctors and patients is good,and improves the satisfaction of caregivers.The medical behaviors that affect the health status of migrant children are:(1)Waiting behavior in the process of health care service;(2)Service completion in the utilization of health care services.The waiting behavior will affect the number of migrant children using health care services,and the sub-standard completion degree of health care services leads to the poor health status of migrant children.There are three reasons for the low completion degree of migrant child care services: Firstly,migrant children are highly mobile,and caregivers do not pay attention to health care services;Secondly,the fragmentation of the child health care management system and the assessment system of child health care work hinder the integration of migrant children into the child health care management system in the place of migration.The lack of electronic management makes it difficult for the staff to continue to follow up the health care situation of migrant children and to remind them to seek medical treatment in time.Finally,the number of children seeking medical treatment and the shortage of manpower make the waiting time of migrant children long,which also reduces the completion degree of their health care services.After sorting out the related policies of migrant children’s health service,the author puts forward some suggestions on the basis of the policies: to accelerate the unification of children’s health electronic management system;to improve the assessment system for children’s health services and increase the assessment indicators for migrant children’s health services;to arrange manpower according to the number of services provided.The utilization of health care services for migrant children is essentially a system problem,and all the injustices come from the institutionalized arrangements.Only by protecting migrant children in policy making and inspiring the initiative of the staff in the health care work for migrant children,can the problem of the lack of utilization of health services for migrant children be truly solved.
