Xi'an Urban Community Health Services Research, Bi-directional Referral Mechanisms Between The General Hospital

The two-way referral system (TWRS), characterized by the central connection between the primary and secondary level of health care, has been adopted in many countries. It is well acknowledged internationally that the model of medical care service plays a key role in directing the distribution of patients, standardizing medical care procedure, controlling rising medical cost and maintaining the continuity, coordination and integration of medical care and etc.Since there's not an effective Two-way Referral System among the medical institutions in China, it results in a fact that General Hospitals in large cities assume most of the works to treat common disease and frequently-occurring disease, while the Grass-roots Hospitals and the Community Health Services Institutions have a few treatments. This is a serious waste to the medical resources.This thesis studies the intrinsic logical relation among the referral system and the policy suggestion and the implementation plan by examining the two-way referral system in Britain. It also profits from its rationalization proposal through carrying on the analysis to related research in some cities of our country. The consultation of related policy about the present referral system through the country, the provinces and cities provides the frame for suggested policy of the thesis. Meanwhile, by adopting sampling method, it carries on the questionnaire survey to the Xi'an city main Medical establishment, the medical personnel and the resident, and carries on the statistical processing to the questionnaire collection's data, analyzes the problem existing in the referral system between the present Xi'an Medical establishments, and provides the actual foundation for suggested policy. Based on the fore-mentioned analysis result, the thesis aims to design and propose feasible policy suggestion of the two-way referral system in Xi'an Medical establishment from the aspects of drive condition, government policy, financial investment, and safeguard mechanism, implementation appraisal by utilizing concrete method such as statistics, the management science, and the economic and so on.
