Study On The Governmental Responsibility Of New Rural Cooperative Medical System In Our Country

The new rural cooperative medical system is farmers'medical mutual aid system, which is organized, guided and supported by the government, peasants participating in voluntarily, individual, collective and government multi-financing. In a sense, the new rural cooperative medical system is the main form of the rural medical security. More than 6 years widespread experiment have told that the new rural cooperative medical system have the important actions, improving rural health status, increasing the rural labor quality, settling the problem of"poverty caused by sickness and return to poor on account of disease". But in the same time, it also exist many problems which hinder the sustainable development of the new rural cooperative medical system. As the policy maker, the government takes on many responsibilities, such as providing financial support, management, legislation and so on. Whether its responsibility totally undertakes or not, directly related to the implementation of the new rural cooperative medical policy, the developing of the rural medical and health services, and also the establishing of the socialist harmonious society.As the situation of government undertaking duty, China'rural cooperative medical system can divide three different historical period :"full responsibility"period,"medical marketization"period and"Rebuilding Medical cooperative system"period. In the new rural cooperative medical system, the government of performing duties exist some problem: low level of legislation, lack of a unified legal norms, many deficiencies in system design, heavy financial burden on local government, supervision mechanism imperfect and so on. The reasons which cause these problems, include thinking inertia, behavior intertia, the limitation of realistic conditions and wealth unified power. In view of the problems, we can take some measures, such as: pushing legislation of"New rural cooperative medical system law", establishing multi legislative system based on"New rural cooperative medical system law",optimization of system design, clearing responsibility of different government, rationalizing the management of new rural cooperative medical system, perfecting the management system of the new rural cooperative medical fund, strengthening the management of health service, to make sure the new rural cooperative medical system can develop healthy and the responsibility of government in the new rural cooperative medical system can be perfected.
