Research On The Risk Assessment On Hospital Informatization Outsource

As one of the important ways to facilitate the new medical reform,hospital informatization is advancing rapidly in China.The outsourcing of information products is the main path of hospital informatization construction in China,and the outsourcing from third-party occupies a dominant position in the market.However,the market information system product is mixed,and the problems posed by outsourcing are endless.Timely identification of information outsourcing project risk is a key issue in the development and construction of hospital information in China.The study aims to identify the risk factors,clarify the relative importance of each risk factor and construct the risk evaluation index system to provide reference and basis for the quantitative evaluation and risk management of hospital informatization outsourcing risk.By empirical research on the index system,the qualitative and quantitative evaluation of the risk of hospital information outsourcing in China is made clear,and the current situation of hospital information outsourcing risk in China and the possible factors affecting the risk of hospital outsourcing are clarified.In the stage of questionnaire design: the study collected indicators through literature analysis,summarized the risk factors of each link in the specific implementation process of the project in the literature materials,and formed the first draft of risk evaluation indicators of hospital informatization outsourcing.Then,adjusting and optimizing the initial indicators through Delphi method,and the weight of the optimized index system is given by the AHP.Finally,the weighted risk evaluation index system of hospital informatization outsourcing is transformed into the risk rating table,and the reliability and validity test are carried out.In the stage of investigation implementation: by associating with the data results of the National Health Informatization Survey,the study collected the risk points of the sample hospital informatization outsourcing,and formed the risk index database of China’s hospital informatization outsourcing in 2020.Descriptive analysis,analysis of variance,multiple linear regression and propensity score matching are used to further discuss the database.Based on the life cycle theory of project managemen,the study extracted 16 main risk factors from the literature,and sorted them out according to decision-making links,construction links,and use links,finally constructed a set of index system consisting of 3first-level dimensions,12 second-level indicators and 32 three-level indicators.This indicator system aims to provide risk prevention ideas and tools for hospital information department management or participation in hospital information outsourcing projects.The index system conforms to the basic principles of system construction,Delphi experts participate well,and the results are highly credible.Through the hierarchical analysis method,the research has given weight assignment to the one and two dimensions of the index system.Among them,the use link,the contractor selection in decision-making link,the information security and standardization risk in construction link,the product performance risk in use link weight higher.Experts think they are more important,suggesting that they need to be paid attention to in the risk factors of hospital information outsourcing.However,the construction of the indicator system also has problems such as ignoring the voices of regulators and the market,and the quantification of indicators is not rigorous enough.Using this index system to evaluate the risk of hospital information outsourcing in China,the results show that: China’s hospital information outsourcing management field still exists1)the contractor’s choice is not well considered,2)the process management of project construction is insufficient,3)insufficient attention to the training of information talent,4)the coordination between the strategic departments of information construction is not enough.There are obvious differences in the development of information technology,outsourcing risk prevention and control capabilities among different levels of hospitals,especially in economic areas and hospital grades,which have a significant impact on risk prevention and control capabilities.
