| Energy conservation and emission reduction is an important field in china even the world,and public hospitals are a significant component of it.Abundant practical exploration and in-depth theoretical analysis have been carried out in related fields of energy management system of public hospitals at home and abroad.Public hospital energy management has distinctive characteristics and key areas.Swot analysis shows that public hospitals have the economic and material foundation of energy management,and have great development potential in the construction of energy management systems.Effective incentive and restraint mechanisms,avoiding public goods problems,and coordinating and handling stakeholders are the behavioral foundations for the effective operation of public hospital energy management systems.FW Hospital has adopted measures such as establishing a management organizational framework,sorting out related management systems,conducting initial energy reviews,launching energy consumption monitoring platforms,implementing energy-saving technological transformations,and carrying out propaganda and education training.It has initially completed the construction of the energy management system and achieved certain results.However,there are still obvious shortcomings in energy management system,strategic design,personnel awareness,and data accuracy.This article analyzes the problems existing in the FW hospital’s energy management system,and repositions the strategic position of the energy management system in the operation and development of the FW hospital.This paper puts forword a comprehensive solution including: optimizing the organizational structure and related systems;clarifying the staffing of competent departments and posts;perfecting the information construction;promoting the transformation of energy conservation;strengthening education and training;setting up assessment indicators and other measures to optimize the promotion strategy and safeguard measures to promote the development of green construction in FW hospitals and reduce the cost of economic operation. |
