A Study On The Current Situation Of Management Of Infectious Diseases Prevention And Control By Law In National Medical And Health Institutions

Introduction:Understand the outstanding problems of medical and health institutions in fulfilling the statutory obligations of infectious disease prevention and control,and determine the key supervision areas,types of institutions,and inspection items.The results will be reported to the country and the localities.The localities will report the results of the comprehensive evaluation,increase the supervision and inspection of the key supervision units,and urge the rectification to be in place.The violation of laws and regulations shall be investigated and punished according to law.The comprehensive evaluation results should be combined with daily management,and the evaluation results should be incorporated into the daily management measures,and be linked with the work of medical institutions for bad behavior scores,grade review,verification,performance evaluation of medical and health institutions,and standardization of primary medical institutions.Supervision.Methodology:According to the current research method,according to the “Monitoring and Evaluation Form for Prevention and Treatment of Infectious Diseases in Medical and Health Institutions” researched and developed by the National Health and Safety Commission,the national medical and health institutions conduct on-the-spot investigations.The data comes from the National Health and Family Planning Supervision Information Reporting System.The comprehensive evaluation module for the classification and supervision of infectious disease prevention and treatment in medical and health institutions will quantify the scores.A retrospective study was conducted to compare and analyze the results of comprehensive evaluation of infectious disease classification and supervision in different types of medical institutions in different regions and in different regions of the same year.Findings:(1)In 2018,81,015 medical and health institutions respectively accepted the comprehensive evaluation of the classification and supervision of infectious disease prevention and treatment.Among 81,015 medical and health institutions,31,570 outstanding units,42,860 qualified units,and 6,585 key supervision units,3,980 medical institutions have been punished.The highest proportion of outstanding units is in Shanghai,and the highest proportion of qualified units is in Chongqing.The higher proportion of key supervision units is Hainan Province.(2)There are differences in the comprehensive evaluation results of the classification and supervision of infectious disease prevention and treatment in different regions and different types of medical and health institutions,and the differences are statistically significant.(3)There are differences in the overall evaluation results of the eight supervision and inspection contents of infectious disease prevention and treatment in medical and health institutions,and the differences are statistically significant.(4)The incidence of key items in ungraded medical institutions is relatively high.(5)There was no difference in the comprehensive evaluation results of the classification and supervision of infectious diseases in the blood collection and supply institutions in the past two years,and the difference was not statistically significant(χ2=3.20,P=0.18).(6)The evaluation results of eight supervision and examination contents of infectious disease prevention and treatment in medical and health institutions in the same area were different in the past two years,and the difference was statistically significant.(7)There were differences in the evaluation results of the provinces in which different batches were included in the comprehensive evaluation of infectious disease prevention and treatment in medical and health institutions,and the difference was statistically significant(χ2=902.31,P<0.05).Conclusions:The pilot work on the prevention and treatment of infectious diseases in medical and health institutions across the country has achieved remarkable results.The leading medical and health institutions in the pilot areas have a good level of prevention and control of infectious diseases,but there are still some shortcomings,especially in the ungraded medical and health institutions,which are concentrated in the central and western regions.Comprehensive management,vaccination,statutory statutory infectious disease epidemic reports,infectious disease epidemic control,disinfection and isolation,medical waste disposal,biosafety management of pathogenic microbiology laboratories and supervision and sampling have different degrees of impact on the status of prevention and treatment of infectious diseases in medical and health institutions.At present,there are many problems in the implementation of the disinfection and isolation system.The highest penalty rate is for secondary and above hospitals.
