| Teleconsulation service is an important part of telemedicine,which can effectively promote the problem of quality medical resources sinking.Teleconsulation service is also an important part of public health service and an important embodiment of government functions.In the implementation of Teleconsulation service,the government is required to make accurate,timely and effective judgment and supply for the public service of remote consultation.The particularity of the Teleconsulation service also challenges the ability of the subjects.In the existing academic research on Teleconsulation service,most of the research is carried out from the perspectives of system design,platform discussion,service quality evaluation,legal issues,medical insurance payment,and liability issues.Therefore,based on the new public management theory,governance theory,new public service theory and public goods theory,this paper chooses the perspective of public service to conduct an empirical study on Teleconsulation services in yunnan province.This paper selects Teleconsulation service in yunnan province as the research object,and constructs the main research content and path based on the clues of demanders,suppliers and third-party service agencies of this public service.Firstly,background analysis is carried out on the basic status quo,including the policy overview of telemedicine services,the division of different service types and its operation management.Secondly,the paper introduces the development status of Teleconsulation service in yunnan province,including the construction of third-party service platform and service overview,and analyzes the process of Teleconsulation service,the action subjects involved,service cost and quality management.And on this basis,find out the main problems hindering the development of the yunnan province are: 1,the Teleconsulation service main body enthusiasm is not high;2.The service process of remote consultation is complicated;3.Insufficient connection between the charging standard of Teleconsulation service and medical insurance;4.The quality supervision of Teleconsulation service needs to be improved.Through the analysis of these problems,it is found that there are mainly from the policy level,the organizational level and theindividual level three reasons affecting the development of Teleconsulation services in yunnan province.Finally,in view of the problems and causes in the development of Teleconsulation service in yunnan province,the corresponding countermeasures and Suggestions are put forward from different perspectives,which can provide reference for the smooth implementation of Teleconsulation service in yunnan province. |
