Research On The Model Of Non-governmental Organizations Participating In Health Promotion

[Purpose] On the basis of literature theoretical research and empirical research,analyze the models and institutional mechanisms of NGOs participating in health promotion,with a view to providing a reference for the role of NGOs in the health field.[Methods](1)Literature research method: sort out domestic and foreign NGOs,vision health management related literature and domestic policy laws,summarize the elements and classification of NGO model research,and improve research tool design;(2)statistical analysis method: The data collected by Wuhan Vision Prevention and Control Center is recorded and counted using SPSS21.0,EXCEL 2016 and other software;(3)Case analysis method: Wuhan Vision Health Management Model is used as a specific case for nongovernmental organizations to participate in health promotion.At the same time,special seminars were held to discuss research directions and research tools.[Results](1)The market,government,and non-governmental organizations all fail when they operate independently.Encouraging non-governmental organizations to cooperate with the government and the market is the future development trend of the society.The state has issued a series of guidelines,in order to promote the development of non-governmental organizations.Encouraging and normative policies and laws,but the content is relatively loose,and there are no basic laws and policies specifically for non-governmental organizations;at present,China’s non-governmental organizations are still facing shortage of funding personnel,defects in legal supervision,inadequate functions,and imperfect internal mechanisms And other issues.(2)The elements of non-governmental organization operation mode include service concept,management system and mechanism,and operation mode;they can be classified into government-led mode,non-governmental organization-led mode and collaborative cooperation mode.(3)Wuhan City Vision Center is a non-governmental organization specially established by the government.The venue,equipment and main operating funds are all coordinated by the government.The enterprise uses an internal operation mode to efficiently provide health education,comprehensive intervention,dynamic management,etc.The service and vision prevention effect is remarkable.The total visual acuity rate of 92 elementary and middle schools in Wuhan in the 2017 school year was 45.30%,a decrease of 3.49% from 2016;the visual behavior qualification rate in the primary school year increased by 2.66% from the 2016 school year and 3.83% in the junior high school Since its establishment,the center has been highly praised by the service target and the society.(4)NGOs in Wuhan participated in health promotion and established a relatively complete organizational system and mechanism: the government-led departmental linkage mechanism ensures a unified leadership system;the scientific decision-making mechanism of expert consultation guarantees the work of visual protection The scientific nature;the dual leaders of the Municipal Education Bureau and the Municipal Health and Health Commission are responsible for the organization and business guidance of the visual protection work;the school-based mission management mechanism establishes a set of family coverage between the school and the visual protection center Guidance and auxiliary system;as a specific implementation body of the visual protection work,the visual protection center is also the support of the professional public welfare service mechanism;the supervision and evaluation and the public welfare guarantee mechanism ensure the quality and public welfare of the visual protection work.(5)This study believes that only if the government changes its governance concept,as soon as possible to ensure the status of NGOs with laws and policies,and at the same time attach importance to playing the right role of organizational leadership and improve the evaluation and monitoring mechanism of NGOs,can we promote the health of NGOs in China The field plays a bigger role.[Conclusions] The participation of non-governmental organizations in health promotion is of great significance and is also a trend for future development.This requires the government to innovate in policies,laws and organizational systems and mechanisms.By establishing a unified leadership system,adhering to the scientific decision-making of expert consultation,improving supervision and evaluation and public welfare guarantee mechanisms,etc,the dilemma faced by non-governmental organizations is changed,and their social credibility is improved To play a greater role in the health field.
