Research On Integrated Breeding Technology Promotion And Service Mode Of Rice And Shrimp In Jiangsu Province

Rice shrimp integrated breeding can through the combination of planting,ecological cycle,realize a water,a field,steady grain income,a win-win,both cracked the contradiction of national grain and farmers’ income,and solve the problem of fishery breeding to development space,has developed into a copy,can be promoted and the modern green circular agriculture model.This paper in understanding the current situation of the development of rice and shrimp industry in Jiangsu province,on the basis of with science and technology promotion and service mode as the research object,using literature research and case analysis,through interviews,discussion and field research,analysis of rice shrimp comprehensive planting and technology promotion and service experience,and try to classify summary and model.The results of this study help to standardize the popularization and service system of rice and shrimp comprehensive planting and breeding technology,and also have great practical significance to promote the development of rice and fishery industry and promote the green transformation of agricultural production mode according to local conditions.The main research conclusions are as follows:（1）By supporting the promotion and service of agricultural science and technology,Jiangsu Province will develop the comprehensive rice and shrimp planting and breeding industry.The government-led development model roughly includes three ways:park-based promotion,project-based promotion and talent cultivation.The government-led science and technology promotion and service has the advantages of high efficiency,guidance and hedging,but at the same time,there are also problems such as excessive dependence on the government,insufficient sustainability mechanism,and relatively passive service objects.（2）Scientific and technological promotion and services led by scientific research institutions play a supporting role in supporting the healthy development of comprehensive planting and breeding of rice and shrimp in Jiangsu province.The scientific and technological promotion and service led by scientific research institutions have the advantages of flexibility and timeliness,technical and talent advantages and diversity of cooperation forms.However,there are also problems such as scientific research institutions relying on the continuous investment of project funds,the main assessment mechanism is non-promotion and service oriented,and the lack of awareness of farmers’ production behavior change.（3）Jiangsu has developed private economy,and agricultural enterprises play an important role in the promotion of rice and shrimp comprehensive planting and breeding industry.From Suining gen feng ecological agriculture co.,LTD.,Jiangsu ke sheng group two agricultural enterprises two cases,discuss enterprise leading technology promotion and service mode,found this model,enterprises and farmers can form benefit link mechanism,with flexibility and efficiency,but at the same time due to research and development capital and human capital,enterprise technology innovation threshold,if support policy can not keep up,coupled with farmers trust in products and services from the enterprise is not high,may affect the effect of science and technology promotion and service.（4）In farming activities,because of self learning ability and strong production talents,or lead production mutual organization,or take the lead in technology demonstration,large drive small households this "bottom-up" technology promotion and service mode,has a strong technology demonstration,but also exist the technology radiation range is low,driving ability is limited,affect the effectiveness of technology diffusion.On the basis of the above case research and practice mode analysis,draw lessons from the theory and experience of typical agricultural promotion at home and abroad,put forward the following agricultural science and technology service policy ideas:give play to the role of the government,improve the funds investment mechanism,provide targeted technical training services,establish effective promotion incentive mechanism,improve professional talent reserve,formulate corresponding support policy,policy oriented support function,give full play to the rural "capable effect",etc.
