Research On Influencing Factors Of Operation And Management Effect Of Rural Drinking Water Safety In Binhai County

There are many obvious characteristics of rural drinking water safety such as the wide distribution range,the dispersal in concentration,and the large number of projects,causing the high costs of drinking water,and the difficulty in operation and management.The rural drinking water project in the operation and management not only needs to be standardized,but also efficient.Thus,it can meet the people’s demand of water supply safety.So that,it is necessary to carry out in-depth research on rural drinking water safety to optimize treatment in terms of the actual situation of rural drinking water at present.Therefore,the rural drinking project is an urgent task,and could improve the management efficiency of rural drinking water safety.Being based on the collecting,sorting,and reading of a large number of books and literatures,this research determines a specific and clear object,namely,the rural drinking water safety in Binhai County.Using the Brainstorming and interview method,various factors restricting the operation and management effects of rural drinking water safety were clarified.Next,an evaluation model is built by the Analytic Hierarchy Process(AHP).It has formed a first-level index layer composed of government support,operation management,public recognition,project construction management,government organizational ability and employee management,and a second-level index evaluation system composed of 19 indexes,including government-subsidized,laws and regulations,water price rationality,operating cost and so on.The evaluation model is to evaluate all the factors that affect the operation and management effects.According to the order from largest to smallest,these influencing factors are arranged.Finally,based on full reference to the evaluation results,taking the main factors affecting the operation and management effect as the starting point,this research puts forward targeted countermeasures as follows: The responsibilities of departments are further clarified;The responsibilities of protection and management are fully implemented;The responsibilities of construction in management are fulfilled;The training of professional talents is strengthened;The responsibilities of multiple subjects are clear.In this way,we hope to enrich the methods and viewpoints of studying the operation and management of rural drinking water safety projects,and provide a reference for the further development of urban-rural integration in Binhai County as well as establishing a theoretical foundation and practical guidance for similar work in other regions.
