The campaign-style governance has attracted more and more attention from the academics in recent years.As a governance model with Chinese characteristics.It’s important for government to concentrate its efforts on solving emergencies or social management issues.Since the founding of new China,more than 120 times of campaign-style governance has been used in various fields,such as political,cultural and social fields,but there is a few examples of this being applied to economic fields.After the 2014,the Party and state proposed to promote supply-side structural reform,and the“transformation and upgrading” of various industries also started.In the industrial fields,there are“bird swapping”;in the agricultural field,there are“closure and dismantling” and “improvement of pig farms”.However,the measures taken by the government to promote industrial transformation and upgrading in these fields are often characterized by campaign-style governance,such as clarifying tasks and objectives,setting up leading groups,coordinating the participation of multiple departments and social forces,and carrying out extensive publicity.The transformation and upgrading process of pig breeding industry in Y district,S City,Zhejiang Province witnessed by the author has the characteristics of the campaign-style governance.This way of intervening in the market economy and promoting industrial transformation and upgrading by means of campaign-style governance is different from the classical formulation of "let the market play a decisive role in the allocation of resources",but from the perspective of governance efficiency and effect,this governance model has certain research and application value.which has attracted my interests.With practical experience in wok time,I restore the histry of pig industry in Y District,S City,Zhejiang Province,analyzed how it changed from“Small-loose pig farms”to“large-scale pig farms”.Try to analyze the movement type governance to promote industrial transformation and upgrading,the inner mechanism of mining movement type governance potential value in industrial transformation and upgrading,to include careful eye to re-examine the inherent defect of the governance pattern of movement,and on the basis of the latest research results,movement type of governance under the rule of law,the transformation of constructive and feasibility Suggestions.Finally,the author concludes that campaign-style governance is an important manifestations of the socialist system with Chinese characteristics in concentrating power to accomplish great things,and proposes the propositions of legalized development and prudent use of campaign-style governance.
