With the increasing demand for construction land,the increasingly strict protection of cultivated land and the progress of ecological civilization construction in China,the reuse of abandoned land in mines has aroused increasing social concern.It has become an inevitable choice for China’s mining cities to bring into play the abandoned land of mines and realize the value of reclaimed land.As a maj or province of mineral resources in China,Shandong province has a large area of damaged land for mining industry.Most of the mining areas are reclaimed with typical land development type,and cultivated land occupies the dominant position.At present,although there are many cultivated land reclamation modes in land developed-type mining areas in Shandong Province,it is difficult to popularize them because of the large investment in the early stage,the large time span of income,few mining enterprises carry out planning and operation,and it is difficult to give full play to the economic benefits of cultivated land reclaimed in land developed-type mining areas.Under this background,it is of great theoretical and practical significance to explore the extendable utilization mode of mine reclaimed farmland.To this,this article in combing the domestic and foreign studies of the reclamation land use form,on the basis of land development in Shandong province from most of mine reclamation of cultivated land in the circulation with the current situation of difficult,on the basis of game theory,build the local government,the mning enterprise,covers an area of peasants tripartite evolutionary game model,to explore the reason behind the reclamation of cultivated land circulation predicament.It is found that the main reason for the difficulty of land transfer is that the economic benefit of land reclamation is low.Aiming at the problem of low economic benefit of reclaimed land,this paper,based on the decision-making theory,builds a decision model of land development type mining area to improve the economic benefit of reclaimed land with less investment.The logical sequence of modeling is to determine the direction of land development according to the legal framework of reclamation land use and local development planning.Study the local characteristic agricultural planting industry,and establish the database for standby according to the relevant cost data;secondly,economic benefit model is determined according to cost-benefit limitation.In terms of land use pattern subsequent optimization,genetic evolutionary algorithm is adopted to optimize group decision.In order to verify the effectiveness of the decision-making model,this paper selects the Chaili coal mine part of the completed farmland area for verification.Through the study area of gathering information,sorting the direction of the reclamation of cultivated land use of legal regulations limit and the local agricultural development planning,set up a database can choose to plant crops,irrigation quota database contains costs,benefits,and basic information,such as apply to the economic benefits after the model,genetic evolution algorithm is adopted to improve the population optimization,finally it is concluded that the land use distribution location map form,verify the effectiveness of the decision-making model.
