Research On High Quality Economic Development Of Hu-Bao-E-Yu Urban Agglomeration

China's economic development has changed from the stage of high-speed growth to the stage of high-quality development.We need to "unswervingly implement the new development concept of innovation,coordination,green,opening and sharing,and promote high-quality economic development".Urban agglomerations are the core areas that drive the economic development and regional economic development of our country,and also the main engine of the quality change of economic development.Hu-Bao-E-Yu urban agglomeration is an important urban agglomeration in central and Western China,an important region for ecological protection and high-quality development in the Yellow River Basin,and an important growth pole for economic development in Inner Mongolia Autonomous Region and Shanxi Province.In 2017,the regional GDP was 1243.785 billion yuan,with Hu-Bao-E region accounting for 56.36% of Inner Mongolia Autonomous Region and Yulin City accounting for 15.35% of Shanxi Province,ranking second only to Xi'an city.However,with the rapid economic development,problems such as lack of innovation ability,imbalance of economic structure,and damage to resources and environment have become increasingly prominent.On the basis of maintaining reasonable economic growth,theeconomic development of Hu-Bao-E-Yu urban agglomeration has been improved The exhibition quality can play a leading role in the middle and upper reaches of the Yellow River or the central and western regions.On the basis of systematically combing the relevant research of domestic and foreign scholars,guided by the new development concept,the paper insists that high-quality economic development is the unity of innovation,coordination,green,openness and sharing,and constructs a comprehensive evaluation index system including six aspects of economic development effectiveness,innovation,coordination,green,openness and sharing,using the main components The analysis method measures the high-quality economic development of Hu-Bao-E-Yu urban agglomeration,and the evaluation results show that the overall index of high-quality economic development of Hu-Bao-E-Yu urban agglomeration in 2000-2017 shows an upward trend.Among them,the effectiveness of economic development is the most important factor to promote the high-quality economic development of Hu-Bao-E-Yu urban agglomeration;sharing plays a very important role in improving the quality of economic development of Hu-Bao-E-Yu urban agglomeration;the green,innovative and open performance of economic development is not obvious in promoting the high-quality economic development of Hu-Bao-E-Yu urban agglomeration;The coordination of economic development hinders the improvement of the economic developmentquality of Hu-Bao-E-Yu urban agglomeration.To achieve high-quality economic development,we can take such measures as driving innovation and development with science and technology first,promoting the optimization and upgrading of industrial structure,strengthening the sharing of economic achievements among the whole people,and insisting on the priority of green development and ecology.
