The Research On National Ecological Demonstration Area Construction In Jixian County

Kyoto Protocol and Bali road map were formulated in the United Nations Climate Change Conference and implemented soon. It marks that all over the world is paying more and more attention to the climaticissues. It is important for the whole body of mankind to protect environment. At the cross-century, the development has entered a new stage in China. Sustainable development strategy is one of important symbols. At the same time, the type of economic has changed from extensive to intensive, form planned to market. Meanwhile, ecological demonstration area construction has been produced. Ecological demonstration is a composite of ecological system which the society and nature are included. It is not only mutual independence but open-door to the outside world. With the basis of ecological conscience cycle and direction of ecological economics principle, Ecological demonstration will realize the economic and social sustainable and overall health development. Ecological demonstration area construction is one of the roads to implement the strategy of sustainable development and protect the environment. Jixian county is located in the northeast of Heilongjiang province which is based on the agriculture. Jixian county has pushed the county economy, society and ecology environment of coordinated development by the construction of national ecological demonstration.Meanwhile it has achieved good economic benefit and social benefit.Fistly,this paper states the current situation about ecological construction at home and abroad with combining current situation of jixian county national ecological construction and analyses advantages and disadvantages of national ecological construction in jixian county. Secondly, it makes contrastive analysis by the indexes of social economic development, regional ecological environment protection, rural environment protection, urban environment protection and the reference-class in the main contents of the construction of ecological demonstration in jixian county. Thirdly,it points out the problems in jixian county about natural resourcing and reducing, seriously environmental pollution, being out of line with concept system and the market economy system, weakness planning mechanism and insufficient funds in the process of ecological demonstration area construction. At the last,it puts forward countermeasures based on theory of ecological economics, sustainable development and ecological demonstration in the establishing proper county development model and relevant safeguard measures, for example legal guarantee, organizational guarantee, planning guarantee, science guarantee, technology guarantee, fund guarantee and the public participation. This paper explores the development trend and direction about ecological demonstration area construction in jixian county in the future in order to realize ecological, economic and social benefits of comprehensive by technological demonstration area construction.
