Purchasing management is not a very new concept in production and management,and has many research results and enterprise practice.However,there are relatively few related researches on the international freight forwarding industry.And even fewer international freight forwarding enterprises,especially the small and medium-sized enterprises,that have successfully implemented efficient purchasing management.Improving the purchasing management of international freight forwarding enterprises is a feasible way to increase the market competitiveness of enterprises,which can effectively reduce the cost of enterprises.At the present stage,China's international freight forwarding industry is detrimentally affected by the international trade situation in recent years.Coupled with the severe homogenization of industry product and difficult promoting of differentiated road,reducing cost becomes the necessary option to enhance competitiveness for the majority of enterprises,especially the small and medium-sized enterprises.The purchasing cost of transport capacity,which accounts for a high proportion of industry cost,is the main direction to reduce the cost.With the same market environment and the long-term neglect of purchasing work,the China branches of U group,as the small and medium-sized international freight forwarding enterprises,are urgent to upgrade its purchasing management,and then enhance the competitiveness of enterprises.On the basis of arranging the relevant theories of purchasing management,this paper first clarifies the definition and goal of purchasing management,the definition of purchasing cost and the significance of controlling purchasing cost.This paper expounds the practice,types and corresponding advantages and disadvantages of centralized purchasing,and introduces the new development trends of purchasing management.Secondly,through analyzing the current situation of the international freight forwarding industry and the cost data of the enterprise of the industry benchmark –Huamao Logistics,we can understand the urgency and directivity of the industry to reduce the cost;Then,through the analysis of U group's China branches' cost composition and purchasing status,we can learn the purchasing cost situation of the enterprise and the existing problems in purchasing management.The key point is to discuss and analyze the methods to implement the upgrading of the purchasing management of U group's China branches combined with the problems in the purchasing management of U group's China branches,and to design a set of specific practice for improving the purchasing management of U group's China branches.That is to implement a centralized procurement mode with a central leadership type,strengthen supplier relationship management,strengthen the function and specialization of procurement department,strengthen the construction of information platform and data utilization,and attach importance to the control of purchasing risk.Finally,according to the designed lifting scheme,the implementation plan and steps are put forward,and the implementation process is controlled,and the implementation effect is compared before and after.It is concluded that improving the level of purchasing management can not only reduce the purchasing cost,ensure the quality of purchasing and enhance the product's competitiveness of the enterprise,but also improve the internal management level of the enterprise,improve the professional quality of employees,enhance the enterprise's market voice and so on.The research of this paper is an example of the small and medium-sized international freight forwarding enterprises with many domestic branches,which can be used as a reference for similar freight forwarding enterprises.It can also provide some ideas for enterprises in other industries that have many domestic branches or outlets and need to face strong suppliers.
