At this time, purchasing is widely concerned, control purchasing cost becomes one of the important means of energy saving and consumption reducing.In this paper, with10million tons refinery project as background, summarizes the traditional decentralized procurement is random, buy low efficiency, institutional settings to repeat such shortcomings, prominent concentrated procurement convenient transfers of goods, regional operations, obtain price advantages. From procurement management model development process, description of centralized purchasing of enterprise development is the only way. Introduced the ABC inventory management method, the rule of two eight, value chain theory. Through a large number of case illustrates the current construction project procurement and there are still some problems, and analysis of its cause of formation, before, during and after the event, the three stage put forward the corresponding improvement measure.
