Study On The Developing Village Collective Economy After The Transformation From Suburban Village To Urban Community

Village collective economy is a kind of special economy derived from collective ownership of land source in China.Its emergence,development and transformation all expressed with the clear characteristics of times.This paper discusses the concepts of developing village collective economy and reform,and makes a theoretical discussion and practical analysis on the concepts of developing village collective economy and further development collective economy after the withdrawal and construction of Gaosha community in Hangzhou Economic and Technological Development Zone.The main results are as follows:1.The advance on the study of mode and function of village collective economic development in urban villages was discussed in this paper.The benefits of urban village collective economy development for land-lost peasant security,function optimization of new developed urban areas were discussed.The some theories about main system reform and development of urban village collective economy were preliminarily discussed for guiding village collective economic development.2.The paper analyses the development status of collective economy in Gaosha community.Since 2002,Gaosha community transformed from suburban village to urban village and began to develop the urban village collective economy,and has achieved rapid growth,which has brought great improvement to the welfare of community residents and their lives.However,extensive economic development has left many hidden dangers for the further development of village collective economy after the stock reform.3.The paper discusses the reason of the successful practices,experiences and effects of economic development in Gaosha community.The development of village collective economy in Gaosha community is mainly due to the centralized development of 10%reserved land index in the process of transformation from suburban village to urban village in Hangzhou City.Integrating the construction of reserved land and urban planning,giving full play to the role of rental economy,property economy and service economy in the construction of new urban areas,not only improves the functions of new urban areas,but also guarantees the lives of land lost farmers(new citizens).Through the innovation of management system and mechanism,the benefit of collective economy in Gaosha community has been continuously increased.In 2015,Gaosha community completed the joint-stock system transformation.The author systematically studied the ways of further development of community collective economy and put forward corresponding countermeasures and suggestions.4.It is suggested that in order to speed up the development of village collective economy,the village managers must improve the construction of democratic supervision,financial supervision,personnel training and other systems.5.The paper puts forward the ways and principles for the further development of the economic associations after the stock reform.It is also a useful way to integrate the existing resources of the communities,upgrade,transform and upgrade,diversify the development of village collective economy,strengthen regional cooperation and form a joint development mechanism with eleven other economic associations in Xiasha subdistrict.
