It has been 10 years since the implementation of the reform of the medical and health system in China,and the medical and health system has been gradually improved.With the enhancement of residents' health consciousness,higher requirements are put forward for the quality and service capacity of medical and health services provided by the society.In October 2017,general secretary Xi Jinping put forward the "Healthy China" development strategy at the report meeting of the 19th National Congress of the Communist Party of China(CPC).As early as 2011,China also proposed to basically achieve the goal of having 2 to 3 qualified general practitioners per 10,000 residents in urban and rural areas by 2020.Now the target period has come,and the ratio of general practitioners to residents,service quality and development status have become the focus of practical work.Therefore,the research question of this paper is:in the process of promoting the training of general practitioners,X city,Henan province,is faced with the problem of late starting time and weak ability in many aspects.What is the effect in the specific implementation process and what are the obvious shortcomings in the training process?Under the two modes of standardized training and post transfer training of general practitioners in China,how to expand the supply of personnel and ensure the service ratio between the number of general practitioners and the number of urban and rural residents by 2020?How to improve the quality of training and transfer of general practitioners,so that the trained general practitioners can meet the growing health needs of residents on the level of service?What kind of incentive measures should be adopted to stabilize the posts of general practitioners to improve their career satisfaction,keep talents at the grass-roots level,and gradually promote the sinking of medical resources.This study adopts the case study method.Taking X city of Henan province as an example,the cultivation and development mode of general practitioners was studied.Under the policy of "Healthy Central Plains" in Henan province,X city has put forward the development orientation of "Healthy City",formed a response policy from the central to the local level,and promoted and expanded the talent team of grassroots general practitioners in multiple directions.It is typical to study the training of general practitioners.Firstly,this paper reviews the cultivation and development policies of general practitioners in China,and introduces the development process and training mode of the cultivation system of general practitioners in China.Then,by means of interviews,questionnaires and other methods,the current training and development status of general practitioners in X city was investigated,and the following four aspects were analyzed:the current management status of general practitioners training base;The actual situation of the training and work development of the personnel who have participated in the training of training and post transfer of general practitioners;The willingness of in-service doctors to transfer to general practitioners;Residents' satisfaction with general practitioners and public health services.The results show that the following problems exist in the cultivation and development of general practitioners in X city.First,there is a gap in the number of general practitioners;Second,the effect of training content and form is basically good,but it still needs to be closer to the actual work at the grassroots level.Thirdly,the teachers' general practice thinking and practice ability are insufficient.Fourth,general practitioners have low career attractiveness and job satisfaction.Fifth,general practitioners have yet to be widely accepted by residents.The research conclusion of this paper is as follows:First,the training foundation and the overall stock of general practitioners are insufficient;Second,the training effect is basically good,but the curriculum should be set up closer to the needs of grassroots.Thirdly,the general subject teaching ability of training teachers has not reached the professional level;Fourth,the general practitioner occupation attraction and occupation feeling is low;Fifth,there are limitations in residents' understanding of general practitioners.On the basis of the research conclusions,development Suggestions are put forward:First,attract medical personnel to join the grass-roots health undertakings through multiple channels;Second,to develop a training program for general practitioners suitable for regional development;Third,the establishment of a high level of professional teachers;Fourth,innovative incentive mechanism to enhance the attractiveness of general practitioners;Fifth,to strengthen the community health education.
