A Comparative Study Of Forest Ecological Compensation Policies Between China And The European Union

Forest is the main body of the terrestrial ecosystem,which is of great significance to maintain the ecological balance and biodiversity.However,the initial predatory and extensive development mode leads to the decline of forest ecological carrying capacity,which also hinders the sustainable development of the ecological environment.In recent years,in order to better restore the role of forest ecosystem,China has implemented a number of forest protection and ecological compensation policies,including "returning farmland to forest" policy,"natural forest protection project" and forest ecological benefit compensation policy.The European Union has accumulated effective experience in the policy formulation and implementation of forest ecological compensation,and formed excellent achievements in forest cultivation and protection.In order to form a long-term mechanism of forest ecological compensation in China,we must strengthen the rigidity and practicability of its policy.This paper takes the forest ecological compensation policies of China and the European Union as the research object.Firstly,it combs the corresponding literature of ecological compensation,and clarifies the core concepts and theoretical basis of ecological compensation and forest ecological compensation.Through the development process and policy practice of forest ecological compensation in China and EU,this paper expounds the specific policy content of forest ecological compensation in China and EU,compares them with the analysis framework established by policy choice and policy practice,and summarizes the differences between them in policy environment,policy objectives and policy process.In addition,through the construction of forest ecological compensation policy toolbox,the methods and means used by China and the European Union in public policy are deduced in detail.Finally,by analyzing various measures in the practice of forest ecological compensation policies in China and the European Union,this paper summarizes the problems in the forest ecological compensation policies in China,and obtains the Enlightenment of optimizing the forest ecological compensation policies in China.The further development and improvement of forest ecological compensation policy in China will help to improve social welfare and promote the construction of ecological civilization and beautiful China.
