Degree Measurement And Path Design Of Green Low Carbon Economy In Hubei

The 18th third plenary session put forward the new development concept——“innovation,coordination,green,open,sharing”,green development as a basic concept about economic and social development in“13th five years”and even a longer period of China.Green development is the way of economic growth and social development aiming at efficiency,harmony and sustainability.Green development,low-carbon development and cyclic development are strong measures to ensure the sustainable development of the national economy,also major development strategies in long-term China.As the strategic fulcrum of economic development in middle part and an important gateway to Yangtze River Economic Belt,Hubei province is in the critical period of transformation and deepening reform,also the prominent period of environmental problems.Promoting green low-carbon development has becoming the urgent strategic task.During the period of the 12^th Five-Year,with a positive response to national policy,Hubei Province carried out a series of movements about energy reform,innovation of green low-carbon technology,green emerging industries,so made considerable achievements in the development of renewable energy,optimizing industrial structure and environmental quality improvement.But as far as the green low-carbon economy development situation,there still are some questions about unreasonable energy consumption structure,emphasis on the industrial structure.Concerning the future development,it is necessary to continuously improve the competitiveness of Hubei's economic development in the middle part even the whole country.Article starting with the current situation of the green low-carbon development,focus on comparative analysis,such as carbon emissions,resource consumption and industrial structure analysis.The results show that the green low-carbon economic development in Hubei has made significant progress in the few year,but there is still a wide gap on degree of renewable energy and industrial structure when comparing with other domestic advanced provinces.At the same time,made an empirical analysis to contrast in the longitudinal and transverse.The results show that although the overall trend is rising,green living and green production capacity is relatively backward compared with other provinces.There are also a lack of green consciousness in community and green industrial integration.Finally,make the path design and policy advices about how to promote green and low-carbon economy's development in Hubei,the path designed mainly from the implementation of the green concept,building green eco industrial system,the development of low-carbon technology and green development mechanism,the policy suggestions focusing on planning layout,creating system environment for technological progress and promoting the development of carbon emissions trading.
