| Twenty-first century is the century of the ocean.The deep part of the ocean is rich in material resources.It is called the last resource repository of the earth.The source of terrestrial medicine is less and less,and the marine organisms have special,natural,diversity and significant drug activity.The industry of marine organisms as medical materials has aroused the attention of all countries in the world.Coastal countries begin to focus on marine biotechnology and marine biological medicine research and development,and achieve industrial production in marine strategy.The diversity and richness of marine life resources in China are among the top in the world.Marine biological medicine,is the largest growth industry in recent years,which has been put on the national strategic level many times in the marine economy.From the central government to the local government,we strongly advocate the development of this new industry and increase the support of policy and support funds.At the same time,the huge potential of marine biological medicine also makes private capital gathered here.Although Chinese marine bio pharmaceutical industry started early,it has entered a period of rapid development since 2005.The short and fast course of development has led to the lack of strategic guidance,lag of technological research and development,lack of industrialization,immature industrial chain and lack of technical reserve personnel.In order to optimize the allocation of innovative resources in the marine bio pharmaceutical industry,this paper takes the marine bio pharmaceutical industry as the research object,combined with the global distribution of the innovative resources of the marine bio pharmaceutical industry,the overall pattern,the main innovative highland and the development status of China's marine bio pharmaceutical industry,and analyzes the development constraints of the marine bio pharmaceutical industry in our country,based on the analysis of the above analysis,by establishing the research perspective of the industrial innovation system,based on the construction characteristics and principles of the marine bio pharmaceutical industry innovationsystem,five subsystems are selected from the industrial technology innovation system,the industrial organization innovation system,the industrial promotion and innovation system,the industrial system innovation system and the industrial management innovation system.The innovation subsystem and the supporting subsystem composed of soft environment and hard environment constitute two subsystems.Based on two aspects,the innovation system of marine bio pharmaceutical industry is built.Through the internal analysis of the innovation subsystem and the internal and external environment analysis of the supporting subsystem,from the market oriented mechanism,interest mechanism,power mechanism,capital inflow mechanism,coordination mechanism,feedback mechanism,and the six auxiliary mechanisms,China's marine bio medicine is constructed.The operation mechanism of the industrial innovation system,at the same time,a case study of the blue bio Pharmaceutical Industrial Park in Qingdao hi tech Zone is carried out to verify the operability of the innovation system of marine biological medicine industry.In order to improve the efficiency of the marine bio pharmaceutical industry innovation system and cultivate its dynamic and innovative strategic new industries of marine science and technology,this paper proposes to improve the operation efficiency of the innovation subsystem from four dimensions: the platform of the technological information,the ability to improve the innovation,the distribution of interests and the international exchange,and the innovation policy,the legal environment,and the legal environment.Intermediary services,financial support and macro environment,and other five aspects to improve the industry support environment,from the two aspects of the innovation subsystem and the supporting subsystem to improve the efficiency of the operation mechanism and to provide policy guarantee. |
