In the context of the digital economy, the rapid development of modern information technology has promoted the transformation of enterprise management methods, and traditional enterprise management is increasingly turning to a digital management model. The rapid iteration of disruptive technologies represented by artificial intelligence and big data accelerates the transformation and upgrade of enterprise supply chain management towards network, information, digitalization, and intelligence.Enterprise operations increasingly require integration and connection as the core " "New supply chain thinking" and "data thinking".At present, the situation of “small and scattered” in China's logistics enterprises still exists.Although the development of smart logistics is in full swing, there have been cases of digital transformation of traditional logistics enterprises. However,in general, the development of digital transformation of China's logistics enterprises is still in its initial stage. In the wave of digital transformation,as a basic leading industry supporting the development of the national economy, the digital transformation of the logistics industry is particularly urgent and necessary. The development of information technology has laid the foundation for the digital transformation of logistics enterprises. The "empowerment",especially "digital empowerment",which has risen in recent years, provides theoretical support for clarifying the factors affecting the digitalization of logistics enterprises and then better guiding the practice of digital transformation of logistics enterprises.Based on this, based on a comprehensive review of the research on digital transformation, empowerment and digital empowerment, this research builds a two-level conceptual model of digital empowerment for logistics enterprises, focusing on the two levels of enterprises and governments that affect digital empowerment of logistics enterprises.Factors are explored and verified in order to put forward constructive suggestions and references for the digital transformation and development of logistics enterprises.Firstly,on the basis of sorting out relevant literature on digital transformation, empowerment, and digital empowerment at home and abroad, the digital empowerment theory is introduced into the logistics field, focusing on enterprise-level organizational structure, organizational culture, enterprise information technology capabilities, and government-level related economic Impact of social regulatory policies.Through literature review and survey interviews,24 hypotheses are proposed, and a conceptual model of the digital empowerment influencing factors of enterprise and government logistics enterprises is constructed.Secondly, based on some existing scales, combined with related theories and interview results,a digital empowerment influencing factor measurement scale for logistics companies was designed to form a questionnaire with 49 items, which is divided into 4 parts: One part is a total of 30 items of influential factors at the enterprise level, the second part is a total of 10 items of influential factors at the government level, the third part is a total of 4 items of digital empowerment performance of logistics enterprises, and the last part is the basic situation of individuals and enterprises A total of 5 items. The questionnaire was distributed through the questionnaire star platform, and a total of 463 questionnaires were finally recovered. After excluding invalid questionnaires,a total of 445 valid questionnaires were obtained as sample data. After descriptive statistical analysis of the sample data,it was found that the sample data basically matched the actual situation and the effect was good.At the same time, the reliability and validity test of the sample data verified that the measurement scale and the sample data had high reliability and validity.Thirdly, through the structural equation model analysis method,AMOS 17.0 analysis software is used to test all aspects of the model and find that the model has good adaptability and fit.At the same time,12 of the 24 hypotheses proposed were tested in turn, and it was found that 8 of the 12 hypotheses passed the test and 4 failed. The four failed ones are that the positive impact of organizational culture adaptability on the digital empowerment of logistics enterprises is not significant, and the positive impact of corporate information technology system practices on the digital empowerment of logistics enterprises is not significant. The positive impact of digital empowerment is not significant, and the positive impact of social regulations on the digital empowerment of logistics enterprises is not significant.Using HLM6.08 to test the four adjustment hypotheses, the results show that all four hypotheses pass the test. Finally, based on the analysis of empirical results, three countermeasures are proposed from the perspective of the enterprise on how to accelerate the digital transformation of logistics enterprises: first,to optimize the organizational structure and promote information exchange;second,to deepen the concept of digital logistics and shape the digital organizational culture;Third, attach importance to information technology construction and improve the level of digital technology innovation.Proposed three countermeasures at the government level: first, clear management role positioning and better use of government supervision functions;second, attach importance to the training of logistics talents, improve the personnel training mechanism;third, further improve policy planning and optimize logistics business surroundings.
