Research On The Village Library Under The Background Of The New Countryside Construction In Xinzhou City

Since the New Countryside Construction launched,the economy,appearance,spiritual civilization and other aspects of the rural areas in China have achieved remarkable results.With the implementation and development of various people-benefit projects,the Village Library came into being.In the twelve years of the construction and development of the Village Libraries,the problems of “difficulty in reading,borrowing and buying books” among the rural residents were effectively solved,which enriched their cultural life,enhanced their knowledge and skills,and improve their spiritual outlook.It can be said that the implementation and development of the Village Library Project has played an important role in facilitating the construction of the New Countryside Construction.After twelve years of development,the village libraries have been running well as a whole and make a difference in improving the public cultural service system at the primary level in Shanxi Province.However,compared with relatively developed provinces,the management and service of the village libraries in Shanxi are behindhand,failing to give full play to the function of the cultural services.As the largest city in Shanxi Province,Xinzhou is underdeveloped with wide geographical area and numerous rural residents.There are many factors restricting the sustainable development of the village librairies from various aspects,such as fund guarantee and management service.The author sets Xinzhou's village libraries as the example,and spent nearly one years studying the development status and problems of the village libraries,through field observation,questionnaire,interview and some other methods.Then the author has tried to solve the problems that the study reveals.There are mainly four parts in this paper.The first part is the introduction of relevant theories and definitions.This part mainly introduces the background and connotation of the New Socialist Countryside Construction and the Village Library,as well as the relevant theories,such as the new public management theory,the public governance theory and the new public service theory.The second part focuses on the current situation of Xinzhou's village libraries under the background of the New Countryside Construction.Through the analysis and research on the data obtained from the investigation and research,the author summarized the current situation of Xinzhou's village libraries.Combined the information obtained from field observation and interview,the author judged the accuracy of the data,and analyzed the possibility of data results.The third part illustrates the problems of Xinzhou's village libraries,according to the results that the second parts shows,including the fund guarantee,management and services,supply and demands of books,influence and utilization rate,etc.On the basis of the second part,the author has explored the causes of the problems.The fourth part states the solutions of the problems mentioned above,which including to explore the flexible and cooperative resource input mechanism,to improve the management and to complete the performance appraisal system,to improve the utilization rate and the degree of satisfaction,to extend the service area,and to keep coordination with the construction of new countryside.
