The Role And Function Of Community Newspapers In Community Governance

In recent years,with the acceleration of urbanization in our country,the existing urban governance system is facing major challenges.The 19 th National People's Congress puts forward the idea of“creating a co-construction and governance and sharingsocial governance pattern ” from the perspective of institution building,so social governance system of improvement and innovation is imperative.As thecornerstone of social governance,innovative experiments in community governance mechanisms have started nationwide.Community governance relies on the establishment of a unhindered community communication mechanism.As a result,the community newspaper,which focuses on community affairs and serves as the main communication channel between government and residents,is booming anddensely coveringthe community.However,as one of the multiple subjects of the community,the practice of community newspaper participating in community governance has been tested in the industry.However,the specific path of implementation is not yet clear.Therefore,The author treats Foshan community media as a typical case,through in-depth interviews and questionnaires,combined with textual analysis,archival research and deduction of reasoning to examine the role and function of community newspapers in community governance on the basis of a large amount of literature analysis and from the perspective of community governance.Furthermore,considering the community newspaper as an intermediary model,the author hopes to explore governance pattern's reform and innovation,finds out the way of citizen participation in community governance,so as to summon up the vigour of social organizations,prevent and resolve social conflicts.The study founds that community newspaper plays a political intermediary role in the community governance based on the interaction between government and residents and the project operation.As“the paper of communication”,“the paper of navigation” and“the paper of service,community newspaperreflects the residents' opinions to the government,conveys the government's voice to the residents,incorporates the residents' needs into service projects,promoting the government to realize good governance ofcommunity.Inaddition,under the“consultative-interactive”relation between government and community,the community newspaper builds a new path for residents to participate in community governance.Specifically,it not only creates a platform for residents to evaluate government affairs through creating a series of activities and columns,but also builds a public discussion platform to promote the formation of community public domain,in order to promote the development of community autonomy.Besides,the community newspaper's daily news reports also provide residents with ways to achieve community participation.In the context of Internet+Community Governance,the community newspaper that is transforming intoa“media-based service industry”will help get through the“last mile”between government and the general public.“A small step in community governance and a great step in community newspaper.”With the continuous development of community governance,once the community newspaper has clarified its role and function,then it will have a vigorous development.
