Research On The Legitimacy Of Community Social Organization From The Perspective Of New Institutionalism

Under the background of the shift of the focus of social governance to the grassroots level,the important role of community social organizations in community governance has received increasing attention.However,the rise of community social organizations is relatively late,facing legality,cognition,normative and other aspects of the legality crisis,which needs to be addressed and seek to crack the prescription.This paper selects three community social organizations in Z County,Shaanxi Province as the research object,and uses literature research,semi-structured interviews,participatory observation and other research methods to regulate legality and regulate legality from the perspective of organizational sociology new institutionalism.Starting from the dimensions of cognitive legitimacy,the author analyzes the legality status of the three community social organizations in the C community at the 19 elemental observation points inside and outside the organization,especially the various legalities faced by the community social organizations in the development process.The dilemma is focused on research,and on this basis,it puts forward some suggestions on how to optimize the legality construction of community social organizations and promote the healthy and healthy development of community social organizations.The study shows that different types of community social organizations have different legal resources,and organizational attributes and organizational authority play an important role in the acquisition of legal resources of community social organizations.Community social organizations that the government cares about and supports are more likely to obtain regulatory legal resources.The organization that focuses on the professional construction of the organization and the ability of the responsible person is more likely to achieve normative legitimacy.The social organization of the sports and entertainment community has a strong public opinion base and is easy to obtain.Resident support and recognition.From the perspective of specific dimensions,first,in the dimension of regulatory legitimacy,the external legitimacy of the community social organization at the macro and micro levels has been obtained,but due to the low level of construction of community social organization organization power,human resources institutions and supervision structure,it is necessary The legal system level has more support for its registration,incubation and government procurement services.Second,in the normative legality dimension,the overall legality of community social organizations is insufficient.Community social organizations have not yet established a standard code of professional ethics,and participation in external evaluation is insufficient.Different types of organizations have the common goal of serving residents.They provide service provision and business development through independent organizations,community entrustment and community leadership.There are three types of authority: technical authority,versatile charisma authority and legitimate legal authority.The government has dependence on policy resources,power resources and material resources,and there is a certain hidden game in absolute dependence.Third,in the cognitive legality dimension,the role of community social organizations in community governance has been recognized to a certain extent,but there are also cases in which community residents do not understand or disagree with community social organizations.In the internal identification level of the organization,the organizational culture and self-identity are generally low,and the members of the organization mainly express their dissatisfaction,indifference and directional identity.In short,community social organizations face the problems of independence and insufficient access to resources,bottlenecks in their own professional development,and insufficient social cognition and support.In order to solve these problems,it is necessary to promote the good development of community social organizations from the aspects of community social organization management and support policy implementation,community social organization's own professional ability improvement and community residents' awareness and action support.
