With the rapid development of Chinese economy and the increasing national strength,the structural contradictions of the population have also become increasingly prominent.According to the “China's Floating Population Development Report 2016”,China's migrant population accounts for nearly one-sixth of the total population of the country.The scale and influence of the floating population are also gradually expanding.This requires the local government to play its role and increase.The financial expenditure on the floating population will improve the living standards of the floating population in the city.At present,the local financial expenditure on the floating population has generally increased.However,the structural contradictions concerning the expenditure of the floating population on medical care and social security are very prominent.Solving these problems will help enhance the safety of the floating population in urban life.For this reason,nine representative cities in the outflow and inflow areas of the floating population of the Yangtze River Delta are selected.Based on the data of the floating population,local budgets,per capital GDP,and population density of the 18 cities,the The panel data model approach studies the impact of floating population on local fiscal expenditures.The empirical results show that for the floating population,the impact of floating population on local fiscal expenditure is positively correlated,indicating that the scale of local fiscal expenditure expands with the increase of floating population.In addition,this paper further studies the local financial expenditure and floating population.Closely related to education spending,medical expenses,and social security spending.The study finds that there is a positive correlation between floating population and education spending,which shows that the scale of education expenditure increases with the increase of floating population,but the floating population has no significant impact on medical expenditure and social security expenditure,which shows that the local financial expenditure The investment in medical and social security for migrants is not enough,and related expenditures need to be further expanded.Corresponding to this is the migrants' migrants' land.The empirical results show that the migrant population in the outflow area mainly affects the medical expenditure and social security expenditure.In addition,the most significant impact on the outflow fiscal expenditure is the level of local economic development,and only economic development.Only by attracting the return of the population can we ultimately achieve sustainable economic development.In response to the above findings and to contact the current system,the main problem is still the restriction of the household registration system in China,which makes the inflow government reject the floating population in the provision of public services.Therefore,this paper proposes the following suggestions based on the research results and the current situation: First,reduce the threshold for residence permits and establish a national unified residence permit system;second,reform the public service fund-raising system and increase the proportion of expenditures of the central and provincial governments.Third,the government of the influx must also formulate relevant personnel strategies to attract back flow of labor.
