In today's world,the key to economic competitiveness is the competition of talents.In the context of economic globalization,international talent competition has increasingly become an important factor in determining countries' going global.As an important strategic resource of a country,human resources are receiving more and more attention from governments around the world.Overseas education consumption is one of the four forms of international education services as defined by the General Agreement on Trade in Services(GATS).By attracting and gathering talents through overseas consumer education service trade,not only can it create direct economic benefits,but it can also bring immeasurable Great added value.With the rise of Chinese students and Chinese immigrants abroad,studying abroad,working,and resetting have become the hallmarks of brain drain.Especially since the reform and opening up,studying abroad has changed from elite to popular,and the scale of overseas education consumption in China has continued to expand.The large-scale talent retention and a high proportion of top talent retention rates make China in a disadvantaged position in the increasingly fierce global talent competition,facing an extremely severe test.Although there are studies showing that the world's talents are entering the circulation,we should see that China has not become a major gathering place for talent circulation.These high-end top talents and the economic development and the urgent need for the loss of talents will have an impact on China's rapid economic development.The brain drain,the imbalance of talent structure,and the urgent need for talent shortage in economic development are all manifestations.China is a country with a large population,but it is not a country with strong human resources.In addition,the large-scale overseas education consumption and human resources are lost.Such a high proportion of top talents overseas retention rate,which has hidden human resources risks has to attract our attention.In the current state of brain drain,the future may turn into a country where talents flow in with the return of talents,and finally form a balance of talent flow with talent inflow countries and achieve a circulation of talents.Therefore,we must face up to the human resourcesrisks under the current brain drain situation,in order to become the main gathering place for talent circulation.Regarding the education consumption risk,the previous period of Tao Meizhong and its graduate students have made a series of research on personal overseas education consumption risk,education consumption risk type and overseas education consumption social risk.This paper focuses on the human resource risk in the overseas education consumption social risk research.Firstly,the relevant concepts of human resource risk,overseas education consumption and human resource risk are more accurately defined.Secondly,by consulting the literature and official data published by relevant departments such as the Ministry of Education,the current situation of overseas education consumption human resources is done at the level of total and structure.An in-depth analysis reveals which human resource risks exist and then analyzes their causes.In view of the different causes of the human resources risk of overseas education consumption,this paper draws on the coping strategies adopted by other talent exporting countries to deal with the loss of overseas education consumption human resources,and proposes China's coping strategies against the risk of overseas education consumption human resources to ensure the state and society.The wave of education internationalization can better avoid or transfer risks.
