The Study On Social Risk Of Overseas Education Consumption Under The Background Of Studying Abroad

The development of globalization and internationalization have made cross-border education a worldwide subject of growing concern,and promoted the the emergence of studying abroad.Since China's reform and opening up,the scale of China's overseas education consumption increased continuously.It is undeniable that the trend has created a enormous opportunities for the internationalization of education in our country.However,as a special kind of cultural consumption behavior,overseas education is surely exist many unpredictable risk,that would bring losses of earnings,academic and personal safety to education consumers,as well as risks of economy,politics and culture to the country and society.The problem of consumption has been the focus of social concern and also the research priority of pedagogy and economics.Investment is risky and consumption also carries risks.The emergency of overseas education consumption is full of uncertainty of loss based on the background of studying abroad.Under the background of international risk society,China is also in the period of risk society.With the appearance of studying abroad,the social risks of overseas education consumption began to appear.The research on risk of overseas education is less,and most research stay in personal security risk,and while few scholars have a research on social risk.About the education consumption risk,many scholars have performed related research on the personal risk and its risk types of overseas education consumption,and this article focuses on the research of social risk of overseas education consumption.Firstly,based on the relevant theoretical basis,this article makes a brief analysis on the status of overseas education consumption by referring to official data from literature and the ministry of education,and starts to research the types of social risks of overseas education consumption through related data and case.According to the four basic areas of social life,the social risks of overseas education consumption can be divided into economic risk,political risk,cultural risk and human resource risk,and then based on the uncertainty of loss of every field to have an analysis on the specific performance:economic loss,the cost of internationalization,the deficit of international education service trade,national education security,ideology,legal disputes,infiltration of western culture,alienation of traditional culture,beliefs,national image,the brain drain and quality reduction of human resource;And then analyze the generating mechanism of social risks from five aspects: the difference between Chinese and foreign education development level,ideological education,consumption subject follow blindly,domestic credit education system,and the market of study abroad agency.Finally,completing early warning ways and burden sharing from the liability subjects: consumption subject,government,education institutions and study abroad agency,and present recommendations to make sure that the state and society will be able to avoid or transfer risk in the internationalization tide of education.
