A Research On Risk Identification And Control Of University Stadium Opening To The Public

With the development of social economy,people pay more and more attentions to the quality of life and health,and much attention to sports activities and sports environment are also devoted.Our country has produced the relevant policy documents continuously to encourage all kinds of public sports facilities to be open to the public,and the education system is no exception.Because the universities' sports facilities and environment are relative better,they become the first choice for doing sports.However,the universities open their sports facilities to the public and allow the people to enter the campus will increase the risk and pressure of security management inevitably.In order to make the universities' sports facilities serve the public better and keep open to the public continued a long-time,it is necessary to control the risks.This study through analyzing the relevant theories of the risk,taking Yunnan Normal University as the example,which aims to find out the problems,advantages and scientific management mechanism of Yunnan Normal University in the process of opening sports facilitates to the public.At the same time,to find out the method of risk identification and control for opening sports venues to the public at the universities on the basis of the risk management theory,which can also provide some theoretical basis for the risk control of opening the universities' sports venues to the public.On the basis of the theory system of risk management,sports management,public safety and other related theory,this study uses the research methods of literature research,interview,contrast analysis,logic analysis,mathematical statistics,and takes the risk identification and control of the opening of the universities' sports venues to the public as the research subjects.In view of risk identification,this paper studies from the concept and characteristics of the risk,the elements of the risk and the principles and methods of risk identification.At the same time,based on the investigation of Yunnan Normal University,the author probed into the practice of opening the sports venues to the public,and found out the existing problems,and discussed the countermeasures to solve the problems.The research results show that: firstly,most of the national policy documents are often encouraging but lack of indemnificatory legislation;secondly,at present,there are relatively few researches on the risk identification and control of University gymnasiums opening to the society;thirdly,the risk management system and measures which running in another colleges and universities should not be copied blindly,and colleges should apply the advanced experience according to the local conditions;fourthly,the risk management system of Yunnan Normal University is solidified.It is not updated in real-time according to the development of the university,and it is also widely used;fifthly,the risk identification must use a combination of multiple methods,and cannot just use a single method to solve all problems;sixthly,the risk control techniques must be carried out after a comprehensive understanding of risk and its identification.Therefore,this study drew the conclusion based on the above research results,and put forward the corresponding countermeasures and suggestions.It is hoped that this study could provide help for the risk identification and control of the opening of university sports venues to the public and make the university sports stadiums could open to the public continuously,steadily,and safely.
