Project Risk Management Of Privatization Of Public Stadiums And Gymnasiums

In China,most of the public stadiums and gymnasiums are public welfare,and the daily operating expenses are mostly directly financed by the government.In addition,most stadiums are not able to take the initiative to maintain when the facilities are damaged in the process of operation.In addition,due to the remote location and other reasons,the stadium has a low flow of people,and most of them are not profitable or even suffer great losses.In the opinions on accelerating the development of sports industry and promoting sports consumption issued by the state council in October 2014,it was mentioned that the development should be based on the premise of reform,and new operation models of sports venues should be found by changing the way of operation,so as to increase the enthusiasm of enterprises and private individuals to invest in sports venues,explore new mechanisms of sports venues.Gradually introducing private capital and changing the management system of stadiums and gymnasiums is a trend,but it will also lead to a series of risks.This study focuses on the study of the risks that may exist in the privatization reform of stadiums and gymnasiums,and takes measures to avoid these risks as much as possible.The project risk management theory is the theoretical basis of this study.It mainly adopts the methods of literature review,expert interview,field investigation,case analysis,privatization of public sports venues in China and their risks were analyzed in depth.Taking guangzhou gymnasium and ouhai Olympian dragon boat sports center as examples,this paper conducts in-depth investigation,identifies risks at different stages,and puts forward risk management measures,hoping to provide reference for improving the utilization rate of existing venues in China.According to this study,risk management measures for privatization projects of public sports venues include scientific venue design,improvement of relevant policies and regulations,implementation of venue safety measures,improvement of their own management level,and design the sharing structure reasonably.
