The Policy Implementation Research About Rural Compulsory Education Students Nutrition Improvement Plan In Yunnan Province

Rural compulsory education students nutrition improvement plan(hereinafter referred to as "rural nutrition improvement plan")is the party and the state to further improve the nutritional status of rural students a farmer-friendly policy."rural nutrition improvement plan" of Yunnan Province has been started in March 1,2012,And Yunnan improved the standards to keep pace with the whole state in November 2014.The Standards of the national pilot counties and provincial pilot counties has increased from 3 yuan per day to 4 yuan per day,and now each student has 800 yuan subsidy per year,more than 500 million rural compulsory education students of Yunnan enjoy this farmer-friendly policy.In the process of the Policy implementation,What can not be avoided are problems and worries,the current policy is still have some defect,especially The deviation of Policy Implementation can not be ignored.In recent years,There are a lot of the researches about the "rural nutrition improvement plan",but the researches for The deviation of Policy Implementation is not enough.I do some researches about"rural nutrition improvement plan" of Yunnan Province,I hope to find problem in the process of the policy's implementation and to fill the blank of the research in this area.Yunnan Province which have the largest number of students and the most counties that implement the "rural nutrition improvement plan",We use the pilot counties in Yunnan as the object of this research,and use the public policy implementation theory to analysis,can find the problem in the process of the policy's implementation of Yunnan Province,and to give some suggestion for the nation's "rural nutrition improvement plan".Through the research methods of document analysis and investigation,we can see that the "rural nutrition improvement plan" has preliminary effectiveness in Yunnan Province.Although the problem of policy implementation deviation can not be avoided,we also can study on policy deviation and finds out the categories of defects in implementing policies.With the methods of analysis and give some advises or solutions.
