Based on the individual attribute data of the 10th(1998-2002)and the 14th(2017-present)people's congresses in Hubei Province,this paper analyzes the differences and changes between male and female representatives of local people's congresses in age structure,partisan structure,nationality structure,academic structure and occupational structure.At the same time,using the interview data of 20 representatives from A city,respond to the quantitative research conclusions,and answering a series of questions about who is the local female NPC deputy,what characteristics they have,how they view their political participation and quota policies.The study found that the individual attributes of male and female representatives of A city's NPC showed significant differences.Specifically,women represent younger,more likely to be democratic parties and non-partisan.Less educated and focused on middle,grassroots and frontline workers.Males are older and more educated,and are more likely to be Chinese Communists,and most of them occupy important leadership positions in business and politics.In addition,from the 10 th to the 14 th,the differences in individual attributes between the representatives of the two sexes showed a trend of further expansion.In addition,the differences in individual attributes between male and female representatives of local people's congresses in China are affected by quota policies.Since the quota policy does not prohibit the same representative from occupying multiple quotas,the female representative is in a relatively unfavorable position in terms of overall quality.Excessive emphasis on quotas also affects the perception and confidence of female representatives in their eligibility for political participation.However,the quota policy has indeed played a role in increasing the proportion of women and protecting women's political rights.On this basis,there is tension in the perception of local female representatives in China: on the one hand,the gap between self and male representatives is observed;on the other hand,it is hoped that women's representative seats will be increased through quota policies to promote women's political participation process.
