Health is an important foundation of human development,and efforts to ensure national health are necessary for a country’s socio-economic sustainable development.Universal health coverage is the core embodiment of health equity.Achieving universal health coverage can not be a slogan,but a difficult long-term work for all.The Government has been dominant in the promotion of health,through the allocation of public resources to provide health services to the people,in an effort to improve their health literacy and long-term access to health services without excessive economic loss or poverty following illness.China has also introduced health policies this year to promote health for all.Wenchuan County of Aba Tibetan and Qiang Autonomous Prefecture takes the "5.12" earthquake reconstruction as an opportunity to realize that development should adhere to people-oriented,adhere to the overall planning of resources and environment,adhere to the concept of scientific and healthy development,build a healthy and happy Wenchuan of the whole people.This paper analyzes the case of establishing the whole people’s health county in Wenchuan county,combs out the background and typicality of the case of establishing the whole people’s health county in Wenchuan county,analyzes and describes the case of establishing the whole people’s health county in Wenchuan county,uses the theory of effective supply of public service,equalization of public service and so on.In order to provide some materials for our country to carry out universal health coverage,improve the health literacy of the whole people,improve the level of public health services at the grass-roots level,cultivate the grass-roots health service personnel and improve the grass-roots public health service capacity.
