| Objectives: This research investigates the current situation,inflow sources,outflow methods and development trends of personnel flow in all public hospitals in Jilin Province from 2013 to 2017 to understand the situation and characteristics of personnel flow in public hospitals in Jilin Province,and explore public hospitals in terms of time The dynamic changes in the structure of human resources for health within 5 years,compared the movement of people in the three parts of the east,middle and west from a spatial perspective to understand the reasons for the movement of people through interviews.Provide recommendations for public hospital managers to better manage personnel,continuously improve the comprehensive competitiveness of public hospitals,and promote their sustained and stable development.Methods: This survey uses a census method to investigate all public hospitals in 9 cities(prefectures)in Jilin Province.Use the self-made survey form to collect the data of mobile personnel from Jilin Provincial Public Hospital from January 1,2013 to December 31,2017.The descriptive analysis method was used to analyze the basic composition of mobile personnel,and the structural change degree analysis method was used to analyze the comprehensive changes of various indicators of the health human resource structure from 2013 to 2017.Results: From 2013 to 2017,the total number of on-the-job employees in public hospitals increased year by year,from 52220 in 2013 to 68612 in 2017,with an average annual growth rate of 7.06%.From the aspect of Chain growth rate,the growth rate of the total number of on-the-job employees in public hospitals slowed down.In 2017,the total number of on-the-job employees in public hospitals in the central region was 32286,accounting for 47.05% of the total number of on-the-job employees in public hospitals,with the highest annual average growth rate of 11.04%.The total number of on-the-job employees in public hospitals in the eastern region was 16521,accounting for 24.08% of the total number of on-the-job employees,with the annual average growth rate of 5.01%.The total number of on-the-job employees in public hospitals in the western region was 19805,accounting for the total on-the-job employees 28.27% of the total,with the lowest annual average growth rate of 3.29%.In 2013-2017,there were 31658 health workers flow in public hospitals,in 2013 and 2014,the inflow rate was over 11.00%,while in 2015-2017,the inflow rate remained above 9.80%.Among them,the maximum number of inflows in the central region is up to 19284 people,6195 in the east,and 5639 in the west.The gender ratio of the inflow was 1:3.23,and the largest number of the inflow was 15,641(49.41%)from 25 to 34 years old,the number of graduate education is 5729(18.15%),the number of undergraduate education is 14458(45.80%),the number of senior professional titles is 393(1.24%),the number of junior professional titles is 22805(72.24%),and the number of nurses is 15864(50.11%)Among them,7460(23.56%)were doctors,20641(65.20%)were contract employees,and 19615(61.96%)people enter public hospitals through social recruitment.From 2013 to 2017,the total number of outflow from public hospitals was 11455.From 2013 to 2015,the number of outflow increased year by year,but from 2013 to 2016,the outflow rate decreased year by year.Among them,the maximum number of outflow from the central region was 6257,2649 from the eastern region,and the minimum number of outflow from the western region was 2549.The number of retirees was 5829(50.89%),the ratio of male to female was 1:2.45,the number of 25-34-year-old retirees was 2739(48.68%),the number of graduate education was 597(10.61%),the number of undergraduate education was 1890(33.59%),the number of senior professional titles was 599(10.65%),the number of junior professional titles was 3520(62.57%)%)nurses,1531 doctors(27.21%),2676 contract employees(47.56%)and 4505 public hospitals(80.07%)were discharged through resignation.Conclusions: 1.From 2013 to 2017,the flow of health personnel in public hospitals in Jilin Province was active,and the inflow of public hospitals was higher than the outflow.2.The flow of health workers in public hospitals in Jilin Province is unbalanced.The inflow rate and outflow rate are in the central region > the eastern region > the western region.3.The mobile staff in public hospitals in Jilin Province take medical staff as the main body,showing younger,higher education,lower professional title and non-staffing.4.The main flow direction of public hospital staff in Jilin Province is from low level to high level;the flow direction between cities in Jilin Province is from county level to city level to provincial capital city. |
