In order to respond quickly to emergencies,to ensure that emergency medical supplies can be delivered to the disaster victims quickly after the disaster,reduce casualties in the disaster area.It is necessary to design an emergency medicine logistics network,including emergency medical facilities site selection and emergency medical supplies allocation scheme.The common emergency logistics network model is less concerned with different levels of emergency medical facility location,and less attention is paid to the risk of facility failure and supply disruption when the emergency medical facility is located.But in reality,such problems have a greater impact on emergency rescue,which need to be given high priority.In this paper,emergency medical logistics network research is divided into pre-disaster and post-disaster phases to study emergency medical facilities location and medical supplies distribution.The emergency medical facilities location decision and emergency medicine material distribution program.Based on the analysis of the characteristics of emergency medicine reserve and dispatching,an emergency medicine logistics network structure model is designed by using the relevant theory and method of risk management.On this basis,a model of emergency medical facility allocation and emergency medical supplies allocation is established,this model measures the efficiency of emergency logistics network by the minimization of transportation cost.On this basis,a model of emergency medical facility location and emergency medical supplies allocation considering efficiency and risk is established.The model measures the risk of logistics network by emergency medical facilities damaged and the risk of emergency medicine material loss cost.Finally,taking the Sichuan Province as an example,a design example is given in the background of earthquake disaster,and the optimization software is used to solve the problem.The results show that: Under the emergency logistics network structure designed in this paper,we can obtain the emergency medical facility location and material distribution plan.According to the different risk preferences of the decision maker,the corresponding optimal decision scheme is given,and the sensitivity analysis of the relevant parameters is carried out.In this paper,the risk preference of decision-maker is considered synthetically,and the model of emergency medical facility location and medicine material distribution optimization considering efficiency,risk and other factors is established.The optimal location-allocation scheme is obtained by solving the example.It provides scientific basis for emergency medicine network design.
