Research On The Whole Process Management Of Medical PPP Risk

Recently,due to the improvement of people’s living standard,people’s demand for medical treatment is also increasing day by day.However,in China Today,the imbalance between medical demand and medical supply makes it difficult and expensive to see a doctor.The most fundamental reason for the difficulty and high cost of seeing a doctor is that the government does not invest enough in health care and the limited government financial funds can’t fully meet the People’s demand for medical care.So the national health system,in accordance with the spiritual instructions of the 19 th National Congress of the CPC in 2018,advocates the establishment and improvement of a government-led multi-financing mechanism for medical and health care.After studying the theory and practice of PPP in various countries,the author found that because of the specialty of the medical profession,the attitude of the governments of various countries in using PPP model in this field is conservative Therefore,the medical PPP did not appear until the 1990 s,compared with the traditional PPP project for nearly 400 years,it is still a new thing.After reviewing the literature on the risks of traditional PPP projects,the author found that the results of risk research in the fields of municipal construction and road construction are quite rich?This paper has six chapters,the core chapter is mainly the third to the fifth chapter.The third to the fourth chapter mainly introduced the whole process management research of the risk of the medical PPP project,including risk identification,risk assessment,risk allocation and risk control.At the stage of risk identification,the author first used the literature survey method to sort out the risk factors of the generality of traditional PPP projects,and then combined with the WBS-RBS method to discuss the risk factors specific to medical PPP Finally,36 risk factors were identified.In the stage of Risk Assessment,the author collected the scores of 36 risk factors from the experts’ think tank,and sorted them into the evaluation of risk factors and formed the expert data Matrix.In the stage of risk allocation,the primary allocation and the secondary allocation of risk are made according to the outcome of the negotiation between the public and private parties,and the public-private data matrix is formed,which is the data basis of the comprehensive evaluation risk model,and according to the principle of positive correlation between risk and profit,after importing the public-private data matrix into the risk model of comprehensive evaluation,it is synthesized into a result of profit distribution proportion between public and private.In the stage of risk management,the author constructs the risk management system,which lays a foundation for the risk management of medical PPP from the aspects of culture,organization and system.The fifth chapter is the case analysis.The author chooses the case of G eye hospital constructed by PPP to apply the research results of risk management from the third to the fourth chapter to verify the validity of the risk model.
