Objective: This paper analyzes the current situation of the equity of allocation of health human resources in Shandong Province,providing theoretical support for improving the equity of allocation of health human resources in Shandong Province,and puts forward relevant policy improvement Suggestions.Method: Methods literature analysis was used to sort out the relevant policies of health talents in Shandong Province,and it reviews related theories of health human resources allocation.The method of descriptive statistics was used to analyze the current situation of health human resource allocation in Shandong Province.Gini coefficient,Theil index and other methods were used to analyze the equity of health human resources allocation in Shandong Province.GIS spatial analysis method was used to analyze the spatial distribution of health human resources in 17 cities and 137 counties of Shandong Province,and moran ’i was used to analyze its spatial autocorrelation.Result: 1.In recent ten years,the Thiel index of health manpower allocation in Shandong Province is below 0.005,and the overall distribution is fair.The inter-regional difference remained below 0.002,and there was almost no difference in allocation equity between eastern,central and western regions.2.The Lorentz curve of the distribution of health human resources by population in Shandong province in past decades is close,slightly lower in 2009,and the overall fairness is better;According to the distribution of GDP,the Lorentz curve is close,showing the general trend of equity improvement.3.The Gini coefficient of population distribution will be lower than 0.2 by 2018,which has been in a very fair state.According to the GDP distribution,The Gini coefficient of health workers is more than 0.4,indicating poor equity.4.GIS spatial analysis the total distribution of health manpower in Shandong Province presents a three-step increasing ladder distribution from northwest to southeast.5.According to the global moran’s I divided by 17 prefecture-level cities in 2018,the other P values were more than 0.05 except for the indicator of health human resources,which was not statistically significant.The result of the global moran’s I divided by 137 counties in 2018 was P < 0.05,| Z | > 1.96,indicating the allocation of health human resources in Shandong Province was spatial autocorrelation.Conclusion: 1.Generally speaking,after ten years of development,the total amount of health human resources in Shandong Province increased significantly,and showed an increasing trend year by year.2.The total health human resources of 17 cities in Shandong Province increased significantly in 2018 compared with 2009.The overall fairness of health human resources allocation in Shandong Province is good.3.From the perspective of time span,the ten-year gap of equity in allocation of health human resources in Shandong Province is small and there is a trend of improvement year by year.4.From the perspective of geographical distribution,the distribution of health human resources in the northwest region of Shandong Province is poor,showing the characteristics of radiation distribution in cities and regions gathered to the surrounding counties.
