A Study On The Operation Status And Contermeasure Of The People’s Mediation Mechanism Of Medical Disputes In Dongguan

Objective: Through the combination of qualitative research(interview,case study)and quantitative research(questionnaire survey,data collection),this paper studies the operation status of the people’s mediation mechanism of medical disputes in Dongguan,expores the existing problems of the mechanism in the operation structure,operation environment,and security measures,and puts forward countermeasures and suggestions to strengthen the mechanism.Methods:(1)Fully understanding the relevant policies,operation framework and safeguard measures of the people’s mediation mechanism of medical dispute in Dongguan by consulting relevant materials and documents.Understanding the operation status of the people’s mediation mechanism of medical dispute in Dongguan by collecting the relevant data of people’s mediation of medical dispute from 2016 to 2018 in Dongguan;(2)Launching a random sampling survey by sending questionnares to the doctors and patients from 20 hospitals in Dongguan,330 questionnaires were distributed to both sides,recycling the doctor 320 questionnaires,the recovery rate was 97.0%,recycling the patient 313 questionnaires and the recovery rate was 94.8%.Spss20.0 software was used for statistical analysis,including descriptive statistics and chi-square test on the differences of cognition evaluation between doctors and patients on the people’s mediation mechanism of medical disputes;(3)Through the interview to supplement and explain the results of quantitative research,explore the problems existing in the people’s mediation mechanism of medical disputes in Dongguan;(4)Through cases analysis,analyzing characteristics and shortcomings of the people’s mediation mechanism of medical disputes in Dongguan.Results:(1)Operation framework,operation environment and safeguard measures constitute the operation system of the people’s mediation mechanism of medical disputes in Dongguan;(2)In terms of the current situation of the mechanism,the distribution of medical disputes handled by the people’s mediation mechanism is concentrated in the second-class(including quite second-class)and below hospitals,non-profit(public)medical institutions,general hospitals and surgery department,and the largest compensations are form the third-class and second-class(including quite second-class)and below hospitals,non-profit(public)medical institutions,general hospitals,surgical gynecology and obstetrics departments;(3)There are obvious differences between doctors and patients in the choice of medical dispute resolution way,the awareness of the people’s mediation mechanism of medical disputes,the awareness and the cognition of the nature of the committee of the people’s mediation of medical disputes,and the evaluation of the commission;(4)The problems existing in the operation structure,operation environment,safeguard measures and operation status of the mechanism deserve attention.Conclusion:(1)Each department and division within the organization is responsible for ensuring the operation of the mechanism;(2)The staffing,government support and supervision mechanism provide a good operating environment;(3)Compared with the management system and operation process,the incentive measures need to be improved urgently;(4)Characteristics in the number and amount distribution of medical disputes mediated by the mechanism are obvious;(5)There are obvious differences in the cognition and evaluation on the people’s mediation of medical disputes between doctors and patients in Dongguan;(6)Some problems in the people’s mediation mechanism of medical disputes in Dongguan are still prominent;(7)In view of the existing problems,the corresponding countermeasures are taken to improve the operation structure,smooth operation environment,adjust the incentive measures and optimize the operation effect.
