Study On The Path To Improve The Quality Of Institutional Nursing Service Under The Background Of Long-term Care Insurance

In recent years,due to the aging of population,the change of disease spectrum and Various accidents,the number of disabled and semi disabled people is increasing,and the demand for nursing services is increasing with each passing day.In response to this situation,in2016,the Ministry of human resources and social security issued the guiding opinions on the pilot of long-term care insurance system,which determined to select 15 cities,including Shanghai and Guangzhou,to carry out the pilot of long-term care insurance,aiming to effectively guarantee the nursing needs of disabled people and improve their quality of life.Whether the system can achieve sustainable and healthy development is the key to improve the quality of institutional nursing service under the background of the weakening of home care and the lack of guarantee of community care.This article takes long-term care insurance as a research background,and focuses on how to improve the quality of institutional care services.Taking Shangrao City as an example,through the field survey of Shangrao,it is found that at present,there are single nursing form and service content,insufficient allocation and accessibility of nursing resources,large gap of nursing staff,low professional quality,low level of nursing and lack of time guarantee in nursing institutions And so on.On this basis,the causes of the above problems are analyzed.Specifically,it is closely related to the absence of relevant system security,the lack of security of nursing conditions,the lack of full-time nursing staff,and the low professional identity of nursing staff.In view of the aboveproblems and the causes of the problems,this paper proposes to improve the quality of nursing service from three aspects.First of all,we should strengthen the responsibilities of the government.The government should formulate relevant systems,increase the investment of adult property,strengthen the regulatory responsibility,introduce market competition mechanism,etc.;secondly,further strengthen the internal construction of institutions.We should take necessary measures to improve the management level and information level of institutions and strengthen the construction of nursing talent team;thirdly,we should give full play to the role of third-party supervision,that is,give full play to the supervision role of network media and the public.In order to improve the nursing service quality of nursing institutions,and promote the smooth implementation of long-term care insurance and the prosperity and development of nursing market.
