| At present,the traditional pension model in China has the problem of separation of"medical" and "pension".The elderly,especially the disabled and semi disabled elderly,face severe challenges in medical care.The elderly hospitals lack of professional medical and nursing equipment,it is difficult to carry out professional care for the elderly,and it is difficult to meet the diversified elderly care needs of the elderly.At present,the nursing of the elderly with disability and chronic diseases is mainly undertaken by the relevant medical institutions,which greatly increases the pressure of the medical institutions,causes the widespread phenomenon of "lack of beds",and also increases the burden of the elderly care.Therefore,to promote the "combination of medical care and elderly care" in the field of elderly care services has become an urgent work of the society today,and there is also a home-based elderly care service integrating community medical care and maintenance.This paper chooses Q community of Huangshi City as a typical example.In the questionnaire,the person in charge of Q community health care center,the elderly,their children and care workers were interviewed to collect first-hand information.Through the collection of data,this paper combs the status quo and advantages of the development of home-based elderly care service in Q community,and sums up four problems in the development of Q community:first,the number of nursing staff is insufficient,and the level of specialization needs to be improved;second,the lack of professional services in terms of spiritual comfort;third,the imperfect supervision system of social pension service of " "combination of medical care and elderly care";fourth,the lack of capital investment.And it analyzes the three reasons for this problem:Supervision multi-management,imperfect policy,the attractiveness of professionals is low,and the resources are insufficient,the service content is not professional,the service method is single.Based on the research and analysis of the community home-based elderly care service in Q District,this paper puts forward the corresponding development countermeasures to promote the development of community home-based elderly care service in Q community,including the development of government,society and service.Government level:improve policy support and legal protection,establish long-term care insurance system,establish and improve the supervision and evaluation mechanism of community home-based elderly care service of "combination of medical care and elderly care".Social level:strengthen the communication and learning between the institutions of "combination of medical care and elderly care",broaden the financing channels,encourage social forces to participate in community home-based elderly care services,and promote the development of community elderly care services.In terms of service industry,it is necessary to establish a talent reserve base of "combination of medical care and maintenance" for elderly care services,strengthen digital health management,and introduce social worker to participate in community home-based elderly care services. |
