| At present,the occupational hazard in China is still serious.As an important modern manufacturing base in the upper reaches of the Yangtze River,Chongqing has a large number of industrial enterprises with occupational disease hazards,a large number of workers exposed to the occupational hazard,and insufficient government supervision at the grassroots level.Therefore,relying on the traditional management mode,it is difficult to dynamically monitor the occupational health situation in the city.Based on the project of “Construction and Application of Occupational Health Supervision Information Platform in Chongqing”,this paper researches and designs an occupational hazard risk assessment and early warning information system based on the supervision perspective,which can realize the visualization of the occupational hazard risk of the employer,guide employers to do a good job in occupational health management through the early warning information,and provide decision-making assistance for the prevention and control of occupational diseases in government departments.The main research contents and results of this paper are as follows:(1)System requirements analysis is performed.Combined with the research results of occupational health supervision system and the business needs of the regulatory authorities,the system requirements,main functions and data flow were analyzed.It is clear that the system should establish the port of the safety supervision department,the employer port and the technical service institution port.The warning content should include the forecast and warning of occupational health supervision indexs,the warning of high-risk enterprises and the warning of enterprise to-do matters,which laid the foundation for further research.(2)The prediction method of occupational health supervision indexs is studied.By comparing the models of the exponential smoothing method and the data base of Chongqing’s supervision law enforcement coverage rate,the exponential smoothing method Brown linear trend model is chosen as the theoretical basis for the system prediction rate,detection rate,physical examination rate and training rate.(3)A post occupational hazard risk assessment model,an enterprise occupational health management level assessment model and a corporate occupational hazard risk assessment model are established.Occupational hazard risk assessment is based on the optimal risk index method.The evaluation method of enterprise occupational health management level combines the occupational health supervision and law enforcement work of supervision department andhas been applied in chongqing.By analyzing the occupational hazard risk of a drilling team,the effectiveness of the whole occupational hazard risk assessment method is verified,which lays a theoretical foundation for the design and development of the system risk assessment function.(4)The early warning process of the system is analyzed.Through the early warning process analysis of core regulatory indexs,occupational hazard risk and specific events,it provides a basis for the development of the system early warning function.(5)The design of the system framework and data index was carried out.The design of the data index includes 35 information input forms and 19 information output forms.The design of the data indexs fully considers how to avoid repeated input of information and ensure the integrity of risk assessment index.Since the design results are applied to the system,the overall framework of the system has been successfully constructed,and the basic data of various risk assessments can be effectively collected. |
